Committee meeting that was held in November. Approximately 15
persons from the community attended including the Town Manager.
A -short Film and information from Pat Barnicle from Minn. was in-

in becoming part of the Sub -Committee.
The State Grant for the Co -Ordinator of Vol-
unteer Services has not come through. Due to the fiscal crisis
at the State level all State monies are frozen.
Gale reported that there was a possibility
that the MBC may be taken to court by the building Contractor for
non-payment of monies being held by the Town due to the poor
r" landscaping job. See report at end of New Business for report by
Joseph Corliss on special meeting he had to go to tonight.

ASSISTANT DIRECTOR'S REPORT:
In November we transported 262 per-
sons a total of 1,036 miles in the GATRA van.
The Christmas Party was held in the
Public Meeting Center and a grand time was had by all. Entertain-
ment was provided by The Classic Sound choral group.
OLD BUSINESS:
A memo from Town Manager Tom Dwyer regarding the
Public Meeting Room policy statement was received by Gale and
Dinah. Mr Dwyer feels that there are several items that are not
addressed in the present policy. A lengthy discussion by the
Board followed the reading of the memo.
Many of the items on the Town Manager's list have
already been discussed prior to our acceptance of the meeting
room policy.
The Library Trustees would like to send a letter
to Mr Dwyer stating their position in this matter with a counter
signature by the COA Board. It was the opinion of the COA Board
that we should talk with the Library Trustees again to see if we
can come to some mutual agreement that will satisfy all those
parties involved.
President Hume and Gale met with the Town Manager
regarding the budget requests for fiscal 1990/91. The COA budget
is up 22% over this year. The increase is due to the following
line items: Assistant Director's Salary - from 32.5 to 37.5 hrs
Van Driver's Salary - Increased from 1 to 2 Drivers
Increase in all Line Items re-imbursed by GATRA in-
cluding the Special Services Account.
A possibility of cutting out the Co -Ordinator for
Voluntary Services in September after the $3,240.00 Grant runs
out was discussed by the Town Manager.

A mandatory Drug Testing Law goes into effect in
December. The Director and Assistant Director as Primary Dispat-
chers and the Van Drivers will have to be tested. Francis Gay of

SPECIAL REPORT:
Joseph Corliss was absent from most of this meet-
ing due to a special meeting called by the Chairman of the Muni-
cipal Building Committee. A letter has been received by the Com-
mittee from Minute Man Engineering claiming the Town is withhold-
ing monies due them for completion of the building. The MBC has
authorized its Chairman, Steve MacCaffrie, to work with Town
Counsel and provide him with full details on the Landscaping and
our reasons for withholding payment. This was a unanimous vote
of the MBC. Mr Corliss will report in detail at the January
meeting.
