DIRECTOR'S REPORT:
Gale reported that the Grant from the Office
for Elder Affairs covering Althea Sankey's service as our Co-ord-
inator for Volunteer Services has been received.
On Friday, February 6th at the Center we will
hold a combined Valentines and Bi -monthly Birthday Party. A Pot
Luck luncheon will be served. Entertainment will be provided by
the Line Dancing and Exercise Groups.
Gale reported that due to the excessive cold
weather in December the Social Service providers in Mansfield are
getting together to provide a Hot Line that will co-ordinate all
agencies efforts to help those in need. She will be meeting with
Carol Lucus, West Side Benevolent Society, Caroline Ledger and
Joe Murphy of St Mary's Church to work out the details. This is
in response to a request from United Way that some form of united
effort be made to assure that all requests are not duplicated by
the different agencies. United Way would pick up the cost of the
Hot Line for Mansfield agencies.
On January 24th at Bristol Elder Services in
Fall River there will be a party for retiring Elder Services Co-
ordinator Joseph Greaney. Gale, Ada and Arthur Remillard are to

ASSISTANT DIRECTOR'S REPORT:
In December we 'transported 271 per -
sons a total of 979 miles.
After numerous requests from our
clients, Ada reported that a trip to Emerald Square Mall in North
Attleboro is scheduled for January 22nd. Those making the trip
will be dropped off at the Mall and will be picked up about three
hours later. The fare for this trip is still 50 cents each way.
OLD BUSINESS:
Colin Cauldwell, representing the Library, joined
in a discussion of the meeting room protocols. After some debate
it was voted to delete the final sentence in Part 4 of the origin
al Guidelines. The sentence deleted stated " Political and relig
ious groups will only be allowed to meet if the discussion or
meeting is informational or cultural in nature, rather than part-
isan or sectarian."
On further discussion it was voted to delete the
last line of Part 8. The portion deleted stated " or not be in
the best interests of the Library/Council on Aging."
The Board re -affirmed its support of Part 6 and
its prohibition against the use of alcohol or smoking by those
using the room.
Due to the multitude of programs planned by the
Library/ Council on Aging it was voted to restrict the use of the
room by outside groups. The room would be available after 3:30
PM on Monday through Friday. Saturday, Sunday or Monday Holiday
use would be available to groups provided it did not conflict
with any Library/ Council on Aging program.
The subject of fees was brought up and freely
debated. How to compute the fee, using a formula based on the
average daily cost of heating/cooling, fees to be based on the
overtime schedule of the Department of Public Works contracts
when a custodian should be required, requiring a fee from those
who leave the building open after use or who plan to use the
kitchen facilities. Who would handle the fee and where it would
be deposited was also discussed. At the end of the debate it
was not finally decided what policy we could support without a
further consultation with the Town Manager.
The Fiscal Budget for 1990/91 was brought up and
discussed. The Town Manager has suggested increasing the Assist-
ant Director's position to full time. The position of Co -Ord-
inator for Volunteer Services would be funded in 1990 only to
the extent of our Grant money and then the position would become
part of the Assistant Director's position. Gale tried to tell
the Town Manager that increasing the Assistant Director's
position to full time did not mean that there would be enough
time to take on additional duties. The Board will attend the
Finance Committee meetings with Gale and President Hume.

they will man the booth.

Annual Town Report and stated that it had to be sent in by Jan-
uary 16th.
Gale also reported that through the kindness of
Friends of the Drop -In -Center a special fund is being set up to
assist the elderly. Donations axe being solicited for the Fuel
Assistance Fund to be administered by the Friends to those elders
who are experiencing hardships due to the severe cold weather.
