With this correction the minutes were accepted as presented on a motion by Lois Thomas, seconded by Patricia Hume. The Treasurer's Report, Warrants and Budget Status were accepted on a motion by Joseph Corliss, seconded by Patricia Hume. DIRECTOR'S REPORT: Gale read a letter from Town Manager In regards to the wording in Article 4 in the Special Town Meeting. He wanted to be sure we were comfortable with the wording that provided that our Gift and Trust account be kept separate from other funds. On a motion by Patricia Hume and seconded by Lois Thomas it was voted to accept the wording and intent as presented by the Town Manager. Gale brought up the Guidelines for groups using the Public Meeting Room. After considerable discussion it was decided that the first sentence of Section 9 be deleted from " Applications shall ..... through to ...expense of janitorial services." The sentence " All groups shall be responsible for any damage to the property." is to be moved and becomes the last sentence in Section 6. Following agreement on these minor changes it was agreed that Patricia Hume convey our Board's views on this matter to Colin Cauldwell. of the Board of Library Trustees. Gale spoke on her recent trip to Washington, D.C. to attend the National Conference of Councils on Aging. She stated it was a good conference and the focus this year and for the future is on Adult Day Care Centers. She visited a Center currently operating in Washington and it was operating 7 days a week. She could not attend all the Seminars but those she was able to attend were good. Social Day Care "enters for the Elderly are on the horizon and will become the way the Baby Boomers will care for their aging parents and eventually be cared for themselves .in their advanced years. Gale has been appointed Ad-hoc Chairperson for the Attleboro Area Community Council. This group shares with surrounding area towns in advocating for causes of community interest. A communication from GATRA informs us that all persons connected with the operation of the GATRA van -bus must be drug-free. No mention was made of when or where the testing of present GATRA people would take place, if ever, nor was it stated how the testing would be funded. Gale and Ada informed the Board that two of the, light standards that hang from the ceiling in the Social Area have started to pull away from their moorings in the ceiling. In inspection of the area showed that the one nearest the copier was at present the most dangerous and Gale has contacted the architect. She will report on his findings at the next meeting. ASSISTANT DIRECTOR'S REPORT: In the month of April we transported 291 persons a total of 1,048 miles. Ada and Gale brought up the question of having the bus riders call for appointment for trips to town for various reasons. It appears that some clients have been boarding the bus and using it without prior reservation. Mr Corliss questioned the denial of use of the bus if the client was at a regular bus stop and :here was room on the bus for the client. Ada and Gale explained that GATRA has an extensive reporting form to fill out each day and week on the operation of the bus. It was pointed out that GATRA regulations require that appointments be made and Mr. Corliss requested to see that part of the GATRA contract. After further discussion it was voted on a motion by Patricia Hume, Seconded by Lois Thomas that Gale and Ada devise a written form to be given to repeat offenders outlining the Bus Reservation Rules. Gale will provide Mr Corliss with a copy of that part of the GATRA contract that specifies appointments for usage of the bus and the requirements that must be adhered to in this matter. OLD BUSINESS: A four page document was distributed to all the Board members. It was entitled Allocation of Funds and was prepared by the Mansfield Public Library/Council on Aging Fund for presentation to the Town Meeting in support of Article 38. Article 38 will, if passed, create a separate trust fund to hold the monies raised by the fund- raising committee on behalf of the Council on Aging and the Library. A problem has developed in that Alex Salachi of the Board of Library Trustees feels that the distribution of the funds raised should be on a straight fifty-fifty basis and not on the 74% COA - 26% Library distribution that the fund raising committee has submitted. After a lengthy discussion it was the consensus of all concerned that we are the recipients of this money and have no part in this separate committees 9ecisions. The possibility of a floor debate at Town Meeting when Article 38 comes up for vote must be avoided and it is up to the fund- raising committee to resolve this issue. A meeting of the fund-raising committee is scheduled shortly. At 9:57 PM on a motion by Lois Thomas, seconded by Patricia Hume the meeting was adjourned to June 12, 1990 at 7:30 PM. zd4'
