Mr. Crugnale explained that he has run into some difficulty getting the parking easement signed
by Dr. Lynch. He stated he has limited options, including giving Dr. Lynch three parking
spaces, being short three parking spaces or using car lifts.
The group discussed the parking easement agreement between Mr. Crugnale and the abutter at 1-
5 North Main Street, Dr. Lynch. Dr. Lynch has asked to use three of the 10 parking spaces on
the 11 North Main Street parcel, for which the Planning Board approved a special permit for five
residential units in September 2017.
Mr. Cleary asked if the abutter needs the spaces; the answer was that Dr. Lynch wants the
parking spaces for the future development of his property. However, losing those three parking
spaces would render the 11 North Main Street property non -conforming for parking.
The group discussed adding three car lifts at 11 North Main Street.
Ms. Friedman said she would be concerned about this site using lift parking spaces, as well as
their impact on lighting and the character of the church. She suggested looking into using some
parking across the street.
Mr. Penney said two parking spaces per residential units may be excessive and suggested
applying to the Zoning Board of Appeals for a variance from that requirement.
Mr. McClanahan asked if the parking spaces at 11 North Main Street would be deeded; Mr.
Crugnale said they would be.
Motion: To send the ZBA a letter of support for the application in the event Mr. Crugnale
applies for relief from the parking requirement at 11 North Main Street
(McClanahan -Penney) All in favor. PASSES
