budget, the warrant and the minutes to the Board meeting of March 9, 2004.
/Gale pointed out that there is a warrant at Town Meeting to have the Special

Sah0ce consulting services used to write the new Community Development grant.
Gale also said that spending has been very careful, and the year will finish
with a very close bottom line. Donna made a motion for a correction to the
minutes. She indicated that she had issued a no vote on a motion during the
March meeting. During discussion it was decided that Donna would
withdraw the motion to change the minutes. Donna issued a motion to
accept the minutes, the warrant and the budget as presented, with a second
from Ben. The motion passed with a unanimous vote. Mary Butler presented
the Treasurer's Report. She informed the Board that the balance in the Gift
Account was $6,269.65, which reflects a $2,000.00 gift from Home Depot.
Ben offered a motion to accept the Treasurer's Report as presented. On a
second from Ed, the Treasurer's Report was accepted by unanimous vote.
Correspondence: The Correspondence File was circulated. Gale made note of a
memo from John D'Agostino about budget preparations—that the budgets
presented by departments should reflect a 6.5% cut. The letter from John was
read aloud by Donna. There was a discussion about the directive and the
FT05 budget status.
Director's Report: Conference—Gale gave the Board a report on the ASA/NCOA
conference in California. She related that she attended some very good
workshops. The Conference is very large with many workshops from which
to choose. This year there were over 4,000 attendees. She went to workshops
on educating older Americans about options available to them across all areas
of life (the Life Options Program), on the Elder Justice Act, about elder abuse,
and on health and wellness programming and community centers addressing
the needs and desires of the "baby boomers" and other issues of aging well.
HVAC—The work on the HVAC system has begun. There was a discussion
about the duct work and demolition, as well as storage needs. Silver Tea—
The Annual Silver Tea was held on Friday, April 16' at the Congregational
Church. The location of the tea was changed because of the construction.
(' Selectmen's Meeting The Selectmen's Meeting held on April r at the COA
went very well. Over 50 senior citizens attended. Seniors were able to
address the Board from 7:00 PM to 8:00 PM. Gale also addressed the Board.
She testified that the COA budget could not endure a 6.5% reduction without
programs and services being cut back. The Board voted to support level
funding for the COA. Last Board Meeting—Gate reminded the Board that
the last Board meeting for the fiscal year will be held on Tuesday, May 11' at
3:30 PM.

budget process for FY 2005. She said that the COA would not begetting a'/2
time position, and Gale would need to prepare a budget which reflected a
6.5% cut, $15,246 from the COA and $3,740 from Social Services. A 6.5%
cut affects programs and program delivery. Finance Committee --Gale will be
presenting the COA budget on May V at 11:30 AM before the Finance
Committee.
New Business: Slate of Officers—After a brief discussion, Donna presented a
motion to keep the same officers for FY2005--Sonia Walgreen, President;

Harrington, Secretary. Ed offered a second, and the motion passed with a
unanimous vote. Triad Barbecue --Gale informed the Board that the Triad
Barbeque will be held on June 18', a Friday, at a facility in Norton. Since it
is a COA event, and the staff will be assisting with the event, it was suggested
that the COA close for business early to allow all staff the ability to attend the
event. Donna made a motion that the COA be allowed to close early, at a
time of Gale's discretion. Norma issued a second, and the motion passed
with a unanimous vote.
