HomeMy WebLinkAboutLight Comm 06/03/1981BOARD OF SELECTMEN/LIGHT COMMISSIONERS r MINUTES OF THE MEETING JUNE 3, 1981 PRESENT: Chairman David May, Selectmen Sandra Levine, Norman Mahana, Chico Colella, John McNair The meeting was called to order at 7:30 P.M. James Hall - Municipal Electric Director on Project 7 Mr. Hall informed the Board that there is a deadline of July 1, 1981 on the decision on whether or not to participate in Project 7/Millstone 3. This involves the purchase of an additional 3 megawatts of nuclear power, and is recommended by Mr. Hall. The reason is that Mansfield will need 40 MW in 1982 and 43 MW in 1986, according to projects. Millstone 3 completion date is 1986; Sears Island (coal plant) completion date is 1986-87; Pilgrim II completion date will be in the 1990's (if it is built). The Town would be able to sell off any excess capacity. The Board feels that it needs further clarification and information to make an informed decision. Mr. Hall will be on vacation but MMWEC will consult with the Board and the Town Manager can execute the necessary papers prior to the deadline. The Electric Department has requested New England Telephone to relocate poles on Kingman Avenue. MOTION: To approve New England Telephone request to relocate poles * on Kingman Avenue. N. Mahana/J. McNair VOTED 5-0. The Town Manager mentioned that the Board had expressed an interest in having an outside audit to review the financial condition,of the Electric Department. Money is available for this project. MOTION: To advertise specifications for proposal for Electric Department * Audit for fiscal year 1981. N. Mahana/J. McNair VOTED 5-0. Police Chief Jesse Earls Chief Earls recommended the acquisition of a motorcycle with radio equipment, etc. at a cost of $8,800. for the Police Dept. The main reason is the ever increasing cost of gasoline. A motorcycle could be used on all three shifts 8 to 9 months per year. A properly maintained motorcycle should last 8 to 10 years before re- placement, and would also extend life of cruisers. It is an excellent tool for traffic enforcement. The $8,800 figure includes all special equipment for operators. MOTION: To approve the acquisition of a Police motorcycle, including * outfitting and equipping operators. N. Mahana/C. Colella. VOTED 5-0. As an additional cost-saving measure, Chief Earls advocated a pilot program with Bay State Gas on the conversion of police vehicles to propane fuel. Current cost is $1.30 for gasoline vs. $.86 for propane. Other advantages are very low emissions, very clean burning fuel, lower maintenance cost, and could double the life of the engine. The cost of converting to propane would be $700 to $1100 per vehicle. Widely used by California police, it is just beginning to be accepted in this area. Selectmen are interested but feel that the concept needs further study before a t_ decision is made.
