Mahana/Colella VOTED: 4-0. 7:45 P.M. Peat, Marwick Mitchell - Electric Department Audit. Present from PMM were Howard Crossman and Ron Levenson to go over the audited financial statements for year ended 6/30/81. Mr. Crossman proceeded to go through their report on the audit and the various financial statements. He spoke about the plant utility account problem, as the fire in the old Town Hall in 1970 destroyed the records and it is difficult to determine the original cost of plant utility. Without the original cost of plant the depreciation account is also knocked off balance as they are unsure of what depreciation rates to set and if the present rates are valid. MMWEC committments are not included in the original cost of utility plant. This account also effects the limit on income accounts.. He also spoke about the pension expense reflected in the department's financial state- ments and that it is an allocation of the Town's pension plan. It has not been determined in accordance with Generally Accepted Accounting Principles. He went on to discuss the Notes to the Financial Statements and noted that because of the uncertainty of the cost of plant utility and other accounts, PMM would not be issuing an opinion on the statements. He gave to the Board members a summary of recommendations that might be helpful to the Electric Department. The vacant position of Office Manager was discussed. Mr. Crossman felt that the person should have a solid background in accounting for the position. He also mentioned that an engineering study should be done to determine the original cost of utility plant. After going through the financial statements, management letter and notes, the Board thanked Mr. Crossman and Mr. Levenson for their help and noted that they will get back to them after reviewing the draft for issuance of the final report. Board members brought up the salary range for the Office Manager position in the Electric Department. * MOTION: To set the salary range for Electric Office Manager from $17,000 - $19,000 with the hiring of the individual subject to Board of Light Commissioners approval.
