Manager, John Larch, add Electric Office Manager, Jean Nichols MOTION: To approve the minutes of January 10, 1983. Dunn/Wills VOTED: 4-0. Board met with Dave Chodat and Steve Ruback regarding electrical cost of service and rate study and the discussion on street lights. Steve Ruback explained that the street lights were a cost and had to be provided for in the rates. If the Board wants to handle this in a different fashion they should review it with town counsel. He suggested that a method of paying for the street lights was to make the payment in lieu of taxes. It was noted that based on the present value of the electric plant, a maximum payment in lieu of taxes of $345,000 could be made. It was also noted that if the town took the entire $345,000 that there would not be any funds available for capital improvements for the electric department. The Town Manager noted in this year's budget $150,000 is set aside for direct in lieu of taxes payment for the town. This money will be used for general revenue. He also noted that the street light budget for the next fiscal year is $65,000. If it is the intention of the Board to go the in lieu of taxes route, the total payment would be $215,000. The Town Manager also presented a survey on the cost of converting the street lights to high pressure sodium. John Larch explained that the capital cost of conversion can be borne as a plant expense. In reviewing the progress of the cost of service study, Steve Ruback ex- plained the methodology used in preparing the study. It is their intention to complete the cost of service study by March 1, 1983 and the formal rate study would be completed approximately one month after the Board has approved the cost of service study. The Board met with Bruce McKinnon and Mark Magyar of MMWEC who explained the bulk power cost projections prepared by MMWEC for the period 1982-83 through 2000. These projections were submitted to the Board in December. Mr. McKinnon also explained the study entitled "Impact of new cost estimates for Seabrook". This report was also submitted to the Board in December. Mr. McKinnon discussed the February 10, 1983 letter regarding amendments to the contract for Point Lepreau. Under this amendment, the contract for Pt. Lepreau would be extended one year which reflects the one year delay in the operation of the facility. MOTION: To approve the Pt. Lepreau su documentation.
