Light Commissioners Meeting Con't
* John Larch stated that 100 Sodium Street lights have been installed to date
with no complaints from customers.
* New Business:
The question was raised to re -affirm the street lighting policy in regards
to Intersections, curves bridges and every other pole.
* The question was raised in regards to a darkened area of School St.which
should be corrected.
* Mr. Larch stated that 1.0 new Sodium Lights were installed on Pine Needle Lane,
the first week three were broken, they were replaced only -to h'ave two more
broken the following week. If the residents of Pine Needle Lane were to
be aware of this problem and report whoever is responsible for this distruction
perhaps it could be controlled.
* Mr. Larch stated the need for a permanent part time position in the Business
Office. However the Light Commissioneers wanted some documentation showing
the need to fill this position.
* Mr. Larch suggested that the Light Commissioners Meetings be held on the first
Monday of the Month at 7:30, which was accepted.
* Mr. John Dunn spoke on the Advisory Committee's objectives. One being to set
a goal on solving the computer problem and to attend the Light Commission
meetings.
* Mr. John McNair brought up a problem with two residents. It appears that one
resident has a security light on his property that is falling onto and illumi-
nating his neighbors house. What can be done to correct this situation.
Richard D'Onofrio suggested that Mr. Larch find out what our stand is regarding
both parties.
Mr. Larch suggested that we fabricate a shield of some kind which would block
the illumination from the affected neighbor. Also, that we should get a legal
opinion and contact both parties and inform them of the progress.
* Mr. Larch presented the 1983 Budget, a motion by James Wills, 2nd by Richard
D'Onofrio to accept the budget as presented.

LIGHT COMMISSIONERS
MINUTES OF MEETING
SEPTEMBER 12, 1983
* PRESENT: Light Commissioners James Wills, James Dunn, Richard D'Onofrio
John McNair, Light Department Manager John H. Larch, Office
Manager Jean Nichols
* Meeting called to order 7:30 P.M.
* Minutes of June 7, 1983 and July 19, 1983 postponed
* Mr. Robert C. Currivan, 300 East St., presented his case over a dispute
of an Electric Bill dated May, 1981. He apparently paid his bill after
the due date and therefore was charged a penalty. He never after that
paid this penalty which caused his bills to escalate every month. Since
that time his penalties have reached a total of $118.49. Mr. Currivan
had reached a point where he received a shut off notice for July for
non payment of this amount. At this point he spoke with John Larch and
requested a hearing with the Light Commissioners. He also brought up
the fact that for 15 months his bills were being sent to the wrong address.
He claimed that he notified the Light Department on several occasions(he
crossed out the wrong address on his bill and put the correct address on)
with no results. The decision of the Light Commissioners was such that
the Light Department would research the 15, months in question to check for
the corrected address on the bills. Mr. Currivan also admitted that on May
1982 his net bill was $114.54 and only paid 94.54, because of this he was
charged a penalty every month because he did not pay his bill in full.
* Two representatives from R. W. Beck. Co., Mr. Roger Cote and.Mr. W. Long
presented a.!proposal for Power Supply Planning. This company would assist
the Mansfield Electric Department in available resources for both long and
short term service. Mr. Larch stated that four contracts with suppliers
at present are due to expire October, 1984. Some other companies that R.
W. Beck assist are No. Attleboro Electric since 1978, Braintree Electric
since 1974, Taunton Municipal Light Plant since 1978, and several others.
John Larch stated that he would like to enter into an agreement with R.'W.
Beck & co.,
* Five minute Recess was helded at this time.
* Mr. Dave Chodat of Chodat & Ruback Associates a consulting firm discussed
Rate changes and a method for distributing to the consumers. A total of
213,000.00 will be returned during the months of October, November and
December of 1983. The classes of distribution will be Resedential,Resedential
Off Peak, Resedential Electric Heat and Commercial.
The question was could the returned funds be printed on the face of the
Electric Bill. Jean Nichols will be researching this possibility.
Notice of a Public Hearing for September 22, 1983 at 7:30 P.M. was stated.
Old Business:
John Larch noted that in regards to the Downtown Underground Project he has
contacted the New England Tel. & Tel and C.A.T.V. for input regarding their
phase of the project. The Telephone Company already has trunk lines underground
to handle this. If it is acceptable with N. E. T.& T we should be able to
proceed with no difficulties.
