Adjournment .e >r LIGHT COMMISSIONERS PUBLIC HEARING MEETING MINUTES OF SEPTEMBER 22, 1983 Meeting called to order at 7:40 p.m. Present: Light Commissioners, John Dunn, James Wills, Sandra Levine and Manager, John Larch. Notice of Public Hearing of September 22, 1983 was read by James A. Wills, clerk. See Attached Notice. Presentation by, Dave Chodat of Chodat & Ruback Co., on proposed rate changes. A total of ;$213,000 will be returned to the customers. The classes to be re- funded will be Residential, Residential Electric, Residential Off Peak and Commercial. This refund will take place for three consecutive months; October, November, and December of 1983. The goal of the Electric Department is to equalize the fuel adjustment rate so that it will be a somewhat fixed rate. Perhaps a quarterly change would occur. James Wills recommended that the Electric Department adjust the fuel adjustment rate now so that we do not have to return funds again in 1984. It was then asked if the refund could be printed on the face of the bill. John Larch would also like to include a stuffer explaining the refund along with the bill. He would look into a Softwear Company to do the program for the added information that would be printed on the bill. Public Hearing closed at 8:45 p.m. * Motion by John Dunn, 2nd by Sandra Levine So Voted 3/0 Opened Regular Meeting at 8:48 p.m. Motion by James Wills to accept proposed rates as per exhibit #5 pages 1,2,3 * of Chodat & Ruback Co., see attached. 2nd by Sandra Levine. So Voted 3/0 James Wills asked if, it was necessary for a motion to adjust the fuel adjust- ment rate. John's answer to that question was no, that he would work out a purchased power cost adjustment for the next three months and that he would report to the Commission. John Larch submitted a bid summary for Tree Trimming. There are approximately 100 miles of streeting in the Town. If we go on a * three year cycle it would be $750 per mile or $20,000 per year. The company with the low bid was Asplundh Tree Expert Co. Motion to approve the Asplundh Tree Expert Co. for tree trimming by James Wills, 2nd by Sandra Levine. So Voted 3/0 John Larch stated that the Town should have had an on going Tree Trimming program, so this will be a budgeted item. NEW BUSINESS: Sandra Levine suggested we have some Holiday Lighting for the Town. The old decorations are in bad shape. The suggestion to have community involvement for decorating ideas was stated. PUBLIC HEARING MINUTES CONT Motion by James Wills to create a "Holiday Decoration Committee" to consist * of three members to run from October 1 thru January 6., 2nd by Sandra Levine. So Voted 3/0 Motion by James Wills 2nd by Sandra Levine to send letters to the following * town residents for assistance in this program: James Musto, Geraldine Abbott, Paul DeGiralamo, Mary Ann Botti, Mary Ellen Toscano, Joan Butler, see letters attached. So Voted 3/0 Mr. Larch stated that there is a legitimate account for Public Relations ex- penses which could cover some costs for decorations. Mr. Larch will get some estimates on cost. James Wills brought up the status of the Electric Department Manager's Pro- posed Personnel Classifications which is to be discussed with the Light Com- missioners in regards to identifying goals, performance review and then evaluate. Mr. Larch suggested that the Commission should talk to and get some interaction from the people he sees on a day to day basis. It appears that the focus is always on the special projects that are done. James Wills had some concerns as to where we would be getting power supply ten years from now. His feeling is that we should be looking into this now and not five years from now. John Larch re-inforced this concern. Margot Jellinick questioned whether or not the minutes of June 7 and July 19 meetings had been approved. They had nto but were going to be brought up at the October 3 meeting. * Motion to adjourn the Public Hearing Meeting at 9:30 p.m. by James Wills, 2nd by Sandra Levine. So Voted 3/0
