BOARD OF LIGHT COMMISSIONERS
MINUTES OF MEETING
AUGUST 6, 1984
PRESENT: Chairman Wills, Commissioners Dunn, D'Onofrio & McNair,
Light Manager, John Larch. Commissioner Levine was not
present this evening.
7:30 P.M. Meeting called to order. While Board was reviewing minutes
of July 16, Chairman Wills requested that the policy for bill complaints
and extended weekly studies program be taken out of order as he had
another meeting to attend.
MOTION: To approve minutes of July 16, 1984 with correction of
Commissioner D'Onofrio's name in two places and correct
spelling of amendment. Dunn/D'Onofrio VOTED: 4-0.
Policy on Bill Complaints
Commission members and Manager reviewed the proposed policy on bill
complaints which consisted of four steps to be followed by the customer.
Commissioner D'Onofrio mentioned that it might be streamlined by
combining step 1 and step 2 together. The only complaint about this
was the difference between an inquiry and a complaint. The only time
limit the customer has 'is if he appeals the DPU, which is within seven
days.
MOTION: To approve the proposed policy as written. D'Onofrio/Dunn
VOTED: 4-0.
Proposed Extended Weekly Studies Program
At the present time there are two programs ongoing from MMWEC. One is
the weekly studies program and the other is the summer and winter
capability program. MMWEC would like to combine the two into this new
extended program which would allow MMWEC to buy and sell up to 17 Megawatts
for up to six months without prior consent from the Light Manager.
The present weekly studies program gives MMWEC authority to buy and sell
17 MW for up to 28 days and they must get the Manager's approval.
There was a short discussion regarding an analysis of the program, if
the Town could get out of the program at any time, any way to measure
MMWEC's performance and energy projections. It was noted that the
program was open to all MMWEC members.
MOTION: To approve the extended weekly studies program. D'Onofrio/Dunn
NO VOTE TAKEN.
AMENDED MOTION: To table until Commissioners get further information
on the program, i.e. how many members are going to
accept the program, clarification on 6 month notice
to get out of the program, how much money it would
save the Town and input from other Managers.
D'Onofrio/Dunn VOTED: 3-0.
MOTION: To appoint Clerk D'Onofrio as acting Chairman. Wills/McNair
VOTED: 3-0.
Chairman Wills left the meeting at 8:24 P.M.

Budget Review
Board members went over the purchased power cost adjustment figures and
noted that the 1983 numbers get netted out of 1984. The year to date
figure for net income is a $40,000 deficit. It was also noted that the
depreciation expense is taken out of income. It was suggested that we
format the report so that it makes more mathematical sense. We should
have a net income figure before depreciation and net income after
depreciation. Light Manager Larch went over some of the account over-
runs and noted that some decisions will have to be made on the budget
by the end of the year. Mr. Larch will get back to the Board with
budget cuts and revenue and expense statement. Board would like capital
improvements year to date expense.
Old Business - Light Commission
Commissioner Dunn asked about status of street lighting program.
Presently they are doing 50 per month and will have about 700 by the
end of July. It was also asked about the computer operations perfor-
mance and an IBM PCXT.
New Business - Light Plant Manager
Manager Larch went over performance evaluations. One did not receive
a step increase. The average increase was 50. He also noted that there
is $8,000 in the budget for upgrading the restroom at the plant. They
received a mandate from the auditors to do the stock room. The linemen
have volunteered to do the work if we get the materials. He believes
they can do the stock room and restroom for the amount budgeted. It was
noted by Board members that the proper building and other related
permits be obtained before starting work.
* There being no further business, the meeting was adjourned at 9:10 P.M.
McNair/Dunn VOTED: 3-0.
