(Chairwoman Royle read the original of this letter and has
requested a copy from Town Planner Folkman.)
6. Questionnaire from Appalachian Mountain Club regarding
Mansfield's recreational and land use management needs.
The Commissioners collectively responded to the questionnaire.
7. June 19, 1981 letter from Peter O'Brien concerning Leon
Grant's pond development. Mr. O'Brien, who was present at
the meeting, reiterated his contention that the Commission
cannot accurately judge the final outcome of the pond
development before the pond is completed. The Commissioners
agreed that when an abutter complains, the Commission has the
responsibility to investigate and ascertain whether or not
the project is being carried out in accordance with the Order
of Conditions. Chairwoman Royle stated that it was her desire
to issue an Amended Order of Conditions for the project
(File No. SE211-52); Coms. Bonvie and Johnson explained to
Mr O'Brien that such an Amended Order of Conditions might
eliminate the control device which had been a topic of
conversation between the Commission and Mr. Grant. In response
to Mr. O'Brien's complaint that the requests listed in the
Commission's letter of June 15, 1981 would place an undue
financial burden on Mr. Grant, the Commission agreed to
accept from Mr. Grant a response to only items 1 and 2 of
that letter and they stated that Mr. Grant's engineer need
not accompany him to the Commission's July 13, 1981 meeting.
Walter Day - 273 Chauncy Street: Mr. Day is proposing to build a
10' X 14' addition to his 273 Chauncy Street professional building.
Whether or not Mr. Day will require a variance for this addition
depends upon whether or not the water running adjacent to his
building is a stream. Using the Wetlands Guide as their source,
the Commissioners determined that for purposes of administering
,the Wetlands Protection Act, this is a stream.
MOTION: To send a letter to Walter Day, with a copy to the
Building Inspector, informing him that the Conservation
Commission has determined that for purposes of administering
the Wetlands Protection Act the water running adjacent to
his building is a stream but that no hearing will be
required since the addition will have no significant effect
on the stream. The definition of "stream" as it appears
in the Wetlands Guide will be cited.

Walter Day - Little League: When asked about the schedule of work
by the Army Corps of Engineers on the West Mansfield Little League
Complex, Mr. Day stated that the Corps will be back the weekend of
July 16 and 17 and every weekend thereafter until their phase of
the work is done. Mr. Day stressed that the Corps, which is made
up of professionals who are well trained to operate the machinery
they are using, guarantees that they will complete their portion
of the project.
-Com. Bonvie was not present for this discussion.
Mrs. Jellinek - Willis Pond: Mrs. Jellinek traced the history of
the land on which Allen Willis proposes to develop/restore Willis
Pond to 1863 when it was a cranberry bog and later to 1915 when
it was called a "meadow." Mrs. Jellinek disagreed with Town
Counsel's opinion concerning the applicability of the three-year
exemption from the Zoning Bylaw restricting pond development due to
Mr. Willis' filing of a Form A Plan, citing MGL Chapter 40A
Sections 11 and 7A.
Mrs. Jellinek - Road Salt: Mrs. Jellinek urged the Commission to
write to the Conservation Law Foundation regarding the presence
of sodium ferrocyanide in road salt.
MOTION: To send a letter to Judith Pickett, Counsel of the Conser-
vation Foundation, asking whether the presence of sodium
ferrocyanide in road salt might be a matter to be taken
up with the attorney general and suggesting that she
might be in a better position to take action on this matter
than the Conservation Commission. VOTED
