MANSFIELD CONSERVATION COMMISSION MINUTES MONDAY, APRIL 6, 1981 PAGE 2 ( Thomas J. Coughlin - East Street: A Wetlands Protection Act Hearing was held for this project (File No. SE211-74) at 8:00 PM. A summary of this hearing is filed separately; a tape of the hearing is also on file with the Town Clerk. Nancy Fiore - Branch Street: Mrs. Fiore came before the Commission to voice her concern with the progress of Kelton Potter's relocation of Back Bay Brook project. She stated that two of the four founda- tions involved in this project have already been laid even though the brook has not yet been relocated. The Commission suggested that Mrs. Fiore notify them if more house building occurs without the relocation of the brook being accomplished. Town Planner Folkman - Ground Water Resource Management Program: Town Planner Folkman explained that at the request of the Town Manager and the Board of Selectmen, Whitman & Howard is pursuing a two -phased program: (1) water exploration and (2) development of overlay maps indicating the Town's underground water supply. Chairwoman Royle suggested that it would be also very helpful to have an overlay which would indicate Mansfield wetlands. While Whitman & Howard is organizing the information on the Town's water resources, Town Planner Folkman's assignment is to look at the various boards, etc., in Town as well as the federal, state, and local laws, etc., which govern this water supply in order to propose a more coordinated approach to this resource. Town Planner Folkman appeared before the Commission as a first step toward establishing a closer rapport between the various Town boards, etc., as a method of coordinating their actions, particularly with regard to our water supply. Mr. Folkman wished to inform the Commission that the Planning Board will be proposing at Town Meeting a temporary measure to protect our groundwater supply. The intention is then to propose a permanent water resource management program at next year's Town Meeting, such program to result from Whitman & Howard's and the Town Planner's efforts of the next few months. Town Planner Folkman suggested that a unified approach might work best in this regard. The Commissioners explained that the Wetlands Bylaw being proposed by the Commission would not affect the Planning Board's proposal and that the purpose of this Bylaw is to insure that the Town maintains at least what the State now requires regardless of whether the State weakens Ch. 131, S. 40. Mr. Folkman stated that this clarified for him the purpose of this bylaw but that he would still prefer to enter Town Meeting with a package --including the Wetlands Bylaw. %1%1Com. Boyden arrived at this time.
