Mansfield Little League: Walter Day appeared before the
Commission to delineate the proposed work schedule for the
Sweet Land Little League fields. The Army Corps of Engineers
will be regrading and doing site preparation three weekends in
March. As soon as the Corps' work is completed, the fences
should be installed with the loaming and seeding to take place
first in May and again in the fall. Mr. Day stressed the importance
of restricting all traffic in this area between the two seeding
operations and requested the Commission's help in policing the
area. Chairwoman Webb reminded Mr. Day that this has been an
ongoing problem and a concern the Commission had raised early in
the discussions about this project. Mr. Day suggested that the
Little League would notify the Police Department that they were
going to post No Trespassing signs in the area and then try to
enforce the posting themselves. Com. Boyden suggested that the
Little League examine methods of blocking off the Otis Street
entrance to the property. Com. Royle requested that Mr. Day keep
the Commission up -dated on the progress of this work.
Carrol Johnson - Athletic Fields: Mr. Barbarisi, Mansfield
School Superintendent, introduced Messrs. Pine and Gustaysen of
Carrol Johnson, who made the presentation of the proposed work
to be done on the athletic fields in the East Street school complex.
This presentation was an informal request for a determination by
the Conservation Commission of the applicability of the Wetland
Protection Act to this project; the School Department will submit
a completed Request for Determination of Applicability to the
Commission.
The project as outlined is to include renovations to the track, and
baseball field and the transformation of the two Little League
fields into a full-sized soccer field. The track and the baseball
field are virtually flat and therefore drain poorly. The work
on the track will include: (1) the installation of ten drainage
structures, (2) a regrading so that water will flow off the
track, and (3) a resurfacing of the track. This drainage is
to be directed across the street to the drainage ditch. The
baseball field will require: (1) three additional drainage
structures and (2) improvement of the grading. On the Robinson
School side of East Street, the two Little League fields will be

combined to form a soccer field and a new drainage channel is
proposed which will improve the flow and in part replace the present
and repair erosion problems. The present ditch has six to eight ditch
foot embankments; the proposed ditch, which will retain the same
inverts as the present one, will have banks of four to six feet.
This new channel would have a stone base with stones extending
part way up the embankments. This channel is designed to handle
330 cubic feet of water per second --adequate to accommodate the
drainage from Granada Park, the Hutchinson property, the improved
a thletic fields across the street, as well as Memorial Park.
Chairwoman Webb informed Messrs. Barbarisi, Gustafsen, and Pine
that upon receipt of the completed Request for Determination form,
the Commission will decide whether or not a Wetland Protection Act
Hearing will be necessary, taking into account the facts that
this work is to be performed within 100 feet of a wetland and
that a brook is to be relocated.
Lincoln Holske - Elm Street: A Wetland Protection Act Hearing
was held for this project (SE211-70) at 8:30 PM. A summary of
this hearing is filed separately; a tape of the hearing is also
on file with the Town Clerk.
Kalnins Property: Com. Boyden suggested that the Commission
should make arrangements to have the metes and bounds set for
this Conservation Land.
Frederick Rys: Chairwoman Webb informed the Commission that
Frederick Rys has resigned from the Commission.
MOTION: To place an advertisement in the MANSFIELD NEWS seeking
applicants to fill this vacancy for the remainder of
1981.
