Ash Gravel Removal Project: Before the hearing was officially
opened, Mrs. Jellinek brought to the attention of the Commission the
fact that the newspaper publication of the notice of this hearing did
not include the time at which the hearing was scheduled. Mrs.
i
Jellinek, therefore, stated that the hearing; could not be legally
field. It was the 'consensus of the Commissioners that this secretarial
oversight should riot penalize the Ashes who have already agreed to
two continuances of this hearing, which began on July 28, 1980.
The continuance of the Wetland Protection Act Hearing was held at
8:00 PM for Charles P, and Hazel F. Ash's July 10,;1980 Notice of

Street (File No. SE211-63). This hearing was begun on July 28, 1980

Ben Flint - Field Adjacent to Bristol Arms: Town Engineer Stanzione
explained the project at Bristol Arms which was expanded to minimize
the water problems experienced by the Fouracres and which is now
to include th( ;placement of the twin 36 -inch culvert under Erick
Road with a 48 -inch squashed pipe. The retention area (100 feet by

50 feet with an average depth of three feet) will hold approximately
1-44,000 gallons of water. This is not as important, in the Town
Engineer's opinion, as is the cleaning of the stream and the larger
culvert to be installed at the proper invert, both of which will move
the water along more quickly and at a more uniform rate, Town
Engineer Stanzione therefore suggested to Mr. Flint that his best
protection from water problems would be for him to clean out and
maintain the stream as it passes through his field. The Town
Engineer stated that the culvert under Route 106 is adequate.
It was suggested that a note be placed in the Bristol Arms file
stating that upstream drainage is now creating problems on the
Flint property and that any future development upstream of tile
Flint land should be viewed in the light of these problems and
that a complete downstream evaluation of the impact of any such
building would be in order.
Ben Flint agreed that Mr. Stivaletta had done as much as he could
at the present time. Mr. Flint did, however, voice his disappoint-
inent that the abutters had not been notified of the error in the
calculations of the capacity of the retention area. Mr. Southwick,
the engineer for the project, had quoted a capacity of 1.6 million
gallons at the hearing and later had changed this figure to 160,000
gallons. Mr. Flint's main concern, however, is that future develop-
ment will cause more problems on his property.
Ben Flint - Sludge Disposal: Mr. Flint is concerned with the plans
of Camp, Dresser & McKee to bury the sludge from the Wastewater
Treatment Plant in'a sanitary landfill. It has been proven to Mr.
Flint's satisfaction that this sludge can be used most effectively
as a fertilizer and that although there are not the 250 acres of
crop land in Mansfield stipulated by the engineering firm, there
certainly are many farms in the general area which could use this
sludge as fertilizer. Mr. Flint also pointed out that while
farmers could only use the sludge for about two months out of the
year, this material could be stockpiled and composD--d the rest of
the year and would then be a very saleable item.
MOTION: To send a letter to Camp, Dresser & McKee recommending that
the agricultural use of sludge be given serious consideration.
(Sheehan - Meszoely; all in favor) VOTED
Carl Nelson -_School Street: It has been reported to the Commission
that Mr. Nelson is continuing to stockpile material on his School

material, Com. Rys suggested that he speak with Paul Dalton of
Cabot, Cabot & Forbes.
