Mr. Porfido, who was accompanied by his father, a retired partner of the firm, brought a copy of a 1977 plan of land which included the parcel of land which is situated .across the Rumford River from the Town Hall and across West Street from Old Colony Motors. Mr. Porfido explained that due to the crowded conditions at their present location, they would like to use this land (which they have owned but not used for many years) as a sales lot for new and used cars. No repair work would be done at this location. At the present time, their plans call for neither paving nor any type of building. Any future plans would most likely call for only a small sales building which would probably be situated on the opposite side of the lot from the River. This lot has a frontage of 150 feet. It was the consensus of the Commission that the Wetland Protection Act would not apply to the parking of cars on this land but Chairwoman Webb explained to Mr. Porfido that should Old Colony Motors plan to pave this lot, erect a building on it, or in any other way alter the land which falls within 100 feet of the Rumford River, they would have to come before the Commission in order that a determination of the applicability of the Wetland Protection Act be made. Northeast Corridor Improvement Project: A Wetland Protection Act Hearing was held at 8:00 PM for the Federal Railroad Administration's July 14, 1980 Notice of Intent to implement drainage improvements, to erect catenary structures, and to construct an electric substation -- all within the railroad right of way. (File No. SE211-64) A separate summary is on file; a tape of the hearing is also on file at the Town Clerk's office. Ash Gravel Removal Project: A Wetland Protection Act Hearing was held at 9:30 PM for Charles P. and Hazel. F. Ash's July 10, 1980 Notice of Intent to remove gravel from about 5.8 acres of land off Gilbert Street (File No. SE211-63). A separate summary is on file; a tape of the hearing is also on file at the Town Clerk's office. MOTION: To continue this hearing until Monday, August 11, 1980 at 8:00 PM in order to give the Commission time to study the report by Whitman & Howard on the environmental impact of this project on the possible Town water supply in this CONSERVATION COMMISSION MINUTES PAGE 2 MONDAY, JULY 28, 1980 area and also to allow time for Ralph Maloon to provide the Commission with plans indicating the location of the proposed Town well sites in relation to this project's location. MOTION: To send no comment to the Executive Office of Environmental Affairs concerning this project since the Commission has no specific comments to make about it. (Sweet - Sheehan; all in favor) VOTED Rebecca White - School Street: Barbara Libby, 243 School Street, asked the Commission whether they had received any official word on DEQE's decision on this project. Since the Commission had not, Chairwoman Webb said that she would call Ted Kaegael, DEQE, concerning this matter. Rewlew Trust - Woodland Park: Mrs. MacKay gave the Commission Com. Boyden's dictated comments on his telephone conversation with Chris Tilden, DEQE, concerning this project. She also reported Com. Royle's thoughts on the matter after she had studied the Commission's Order of Conditions and DEQE's Superseding Order of Conditions (File No. SE211-44). It was the consensus of the Commission that they did not have enough information at hand to enable them to make an intelligent decision on this matter but would postpone any action on Woodland Park until the next meeting when Coms. Boyden and Royle would be able to share their insights into this situation with the Commission. Chairwoman Webb said she would also discuss this project with Ted Kaegael when she speaks with him.
