Mansfield Municipal Airport: A Wetland Protection Act Hearing.,
—
was held at '8:00 PM for the Mansfield Airport 'Commission's±proposal
to construct a paved plane parking apron and to reconstruct a
portion of Taxiway 14-32. (File No. SE211- ) A separate'
summary of this hearing is on file; a tape of the hearing is also
on file at the Town Clerk's office.
Camelot at Mansfield: James Antosca, who had willingly agreed to
appear after the Airport hearing even though he had been scheduled
for 8:00 PM, reported that the ditch on the Camelot at Mansfield
site had been filled in on Friday, May '9, 1980. lie went on to
report that his personal inspection of the site on Monday, May 12
indicated that the ditch has been totally refilled and there is
no possible way for water to drain down.
Mr. Antosca mentioned that for the last couple of weeks the ditch
had been dammed up but could not be filled in because of the wet
weather. On Friday, the person who dug the ditch was able to
borrow a crawler with which he was able to fill in the ditch.
-Mr. Antosca further explained that the individual who was 'removing
the fill (free of charge in return for clearing theroadway)had
on his own, without permission trorc, iia..: Ante , dt,— this ditch

in

from doing so. Mr. Antosca also mentioned that if this person
had worked in the direction suggested, lie would not have run
into such severe water problems.
To Com. Boyden's question concerning a time frame for this sub--
division, Mr. Antosca staged that the Planning Board's extension
for the subdivision runs 'through August or. October, 1981 but that
he must appear before the Planning Board or) Wednesday, May 14,'1980
to explain the ditch. Mr; Antosca voiced his hope ;that Camelot
at Mansfield will 'remain a. valid su'Ddivision'after he explains
the situation. Should that be the case, there still is no
definite schedule for building because of the present economic
climate. Mr. Antosca further explained that since he only owns
25 percent interest in Camelot Trust, his senior partner, Sid
Covitch, makes these decisions. However, when questioned, Mr.
Antosca assured the Commission that he is empowered to act on
behalf of the Trust before the Conservation Commission and any
other. Boards.
Wind Chime Acres: Town Engineer Anthony Stanzione presented his
memo concerning Wind Chime Acres and briefly outlined the main
points covered in the memo.
Mr. Stanzione stated that while he is ;not opposed to this-sub-
division, he has definite reservations concerning the number of
houses with septic systems (30) proposed. The Town. Engineer
maintains that this is a very delicate area and his major concern
is the fluctuation of the water table, `which `is very high in this
area, 'because he feels very strongly that septic tanks which are
not maintained properly will lead to future problems. Another
of Mr. Stanzione's'concerns is the fact that the inverts of the
drainage pipes are at the groundwater 'level now and he is therefore
convinced that the drainage system will surcharge in a 25r-year
storm and thus contaminate the groundwater which will be mixed
with runoff.
Town Engineer Stanzione also statedthat he cannot condone the
pond because he feels its main purpose is to provide fill for
the roadways and lots of the subdivision. He went on to state
his opinion that the pond needs a three-foot freeboard instead
of the proposed 1.5-foot freeboard :in order to adequately impound
water.
Mr. Stanzione characterized the site as a. sponge area with ground-
water flowing in various directions and he is very concerned that
septic system effluent might contam,.nate tlii.s groundwater® He also
noted that this area probably will never be sewer.e.d because

the lots are very low in relation to the streets and therefore
would require a pumping station, a very expensive and often
unsuccessful venture.
Ware Street Culvert: Town Engineer Stanzi.one's recommendation
concerning the Ware Street culvert is that no action be taken ;by
the! Town until the uOnc.erncd residents clear out the stream.
Barbara Jones, 776 Ware Street, stated that the residents will
contact the State Mosquito ,Control ;agency ;to request their
assistance. Chairwoman Webb requested that the Commission be
notified of the date when the Mosquito Control people plan to
begin working in the area.
-Old Elm Street Culvert: It is the opinion of Anthony Stanzi.one
that another pipe installed at the same invert as ,the existing
pipe might relieve some of the problem described to the Commission
by Karen Carpenter, 223 Old Elm Street, on May 5, 1.980. `-Mr..
Stanzione agreed to write to Mss. Carpenter explaining this and
informing her that his would be put on a drainage list should
money ;become available.
