1. Copy of letter to Pat Langmeyer, 4 Ledgewood Road, Framingham
from Town Manager Maurer stating that the Town does not
have any responsibility for maintaining a ponding area on
her Oak Street property and suggesting that any cleaning
out of that pond must be discussed with the Conservation
Commission.
2. February 11, 1982 letter from Messrs. Chavaree and Willis
requesting a one-year extension for the Order of Condit Dns
for Cabot Pond dated April 25, 1980. (File No. SE211-54)

Whitman & Howard - Report on Water Resource Evaluation: Jay
Bridges, who was accompanied by Arthur Stockus, briefly described
each map being prepared at a scale of 1" = 600' by Whitman &
Howard for the Town as a part of the water resource evaluation.
Mr. Bridges explained that these maps had been developed by
compiling all relevant existing information; no field work was
done specifically for this project.
The two stated main purposes of this project were: (1) to
identify future water supply areas and (2) to identify areas
that should be protected for future and existing water supply.
Each map contained specific information in the following categories:
1. Indications of all wells in Town (private and town owned).
2. Surficial geologic map which shows geologic material
at ground surface. (Swamp deposits would be of particular
interest to the Commission.)

3. Water table contour map with 20 -foot contours indicating
direction of flow and elevation of ground water.
4. Bedrock contour map. (This map would indicate areas where
sand and gravel are deepest and therefore water supply is
likely.)
5. Map indicating saturated thicknesses. (This map could
delineate aquifers.)
6. Groundwater favorability map indicates areas where water
supply might be present.
7. Water supply protection areas are indicated on this map.
(i.e., cones of influence, recharge areas, etc.)
8. Water quality hazards are identified on this map.
Com. Boyden arrived at this time.
A mylar copy of thesamaps (suitable to be used as overlays)
will be available at the Town Hall. Each board, etc., will
receive a paper copy of these maps. Mr. Bridges solicited
comments or suggestions the Commission might have on this
project.
When questioned by the Commissioners regarding the advisability
of pond development, Mr. Bridges stated that it was his opinion
that permission should not be given for the digging of ponds
if the sole purpose is to sell the gravel. Mr. Bridges also
indicated that Whitman & Howard has indicated to the Town
that it is their recommendation that no gravel pit should be
excavated lower than ten feet above water table.
Allen Brown - Balcom Street: Mr. Brown was accompanied by
his engineer, Ralph Maloon, and his attorney, James Lewis.
When queried by Chairwoman Royle about the "Request to Determine..."
form for Lots 1,2, and 3 on Balcom Street, Mr. Brown stated
that since these lots do not contain any wetlands (as indicated
by the Commission's vote of March 8, 1982 that no Wetlands
Protection Act Hearing would be necessary for work on these
lots), he did not feel it was necessary to file this form. Mr.
Lewis backed him up by stating that this had been his legal
advice to Mr. Brown. After the Commissioners protested such
action, the conversation turned to Lots 4,5,6,7, and 8. Com.
Webb reiterated her contention that the Commission should see
on the plan submitted with the form the entire area owned by
Mr. Brown.

and that it is perhaps time for another Commissioner to take

MOTION: To request Dianne Royle to continue as Chairperson of
the Commission.
(Boyden - Sweet; all in favor) VOTED
Newly re-elected Chairwoman Royle thanked the Commissioners
for their vote of confidence.
Calculations for Projects: Ralph Maloon of RIM Engineering,
commented to the Commission that he always prepares 100 -year
storm calculations for projects to be presented to the
Conservation Commission even though the Town builds to 1-5
year -storm calculations; subdivisions are required to plan
for 25 -year storms; and the State builds with 10 -year -storm
calculations. Mr. Maloon suggested that perhaps it should be
checked to see if this 100 -year -storm calculations requirement
is stipulated by the law and if not, perhaps the Commission
might rethink this method of calculating.
Adjournment:
MOTION: To adjourn this meeting at 11:30 PM and to postpone
the regularly scheduled meeting of March 22 to
March 29, 1982.
