100 -clear Storm Calculations: Referring to Ralph Maloon's comments
concerning 100 -year storm calculations,' Com. Johnson pointed out
that while the Commission expects to receive 100 -yeas storm
calculations for projects presented to them, they do not stipulate
that projects be designed for 100 -year storms. Chairwoman Royle
added that when she discussed this with DEQE, she was told that
while such calculations are not specifically required by the law,
the Commission has the right to request them if they feel it is
important for their study of a project. It was agreed that this
matter should be spelled out in the guidelines the Commission is
` hoping to adopt. *made at the March 15, 1982 meeting.

interest (7:55 PM).
5. Memo from Zoning Board of Appeals requesting information
regarding any, action taken by the Commission on the Housing
Authority's two projects: Fairfield Park and Bicentennial
Court.
MOTION: To send a memo to the Zoning Board of Appeals
explaining that the Commission determined that
no Wetlands Protection Act Hearing would be required
for Fairfield Park and that a Wetlands Protection
Act Hearing was held for the Bicentennial Court
project on March 29, 1982 and that She Commission
will forward to them copies of the summary of the
hearing and the Order of Conditions as soon as they

Mrs. Jellinek, on behalf of the League of Women Voters: Chairwoman
Royle read a March 24, 1982 letter from the League of Women Voters
of Norton -Mansfield authorizing Mrs. Jellinek to speak on their
behalf concerning the salt shed at the D.P.W. garage in East
Mansfield. Mrs. Jellinek passed around recently taken photographs
showing salt oozing out of the storage shed; the Commission also
made a copy of a Briggs Laboratory report on the sodium content of
Mansfield water samples. Mrs. Jellinek then, on behalf of the
League, requested that the Commission determine that the salt
shed will require a Wetlands Protection Act Hearing to find out
what can be done about this situation since this salt eventually
enters the Canoe River.

Messrs. Chavaree and Willis - Cabot Pond: As requested by the
Commission, Messrs. Chavaree and Willis appeared before the
Commission to discuss the status of Cabot Pond before the
Commission voted on their request for a one-year extension of the
Order of Conditions. In response to Chairwoman Royle's question
concerning their timetable, Messrs. Chavaree and Willis stated
that while the project is dependent upon the economy, the work
should be completed within the year and that everything will
stay within the limits of what had been approved by the Commission.

Balcom Street), and Mr;.and Mrs. Roger Wilcox (200 Balcom Street)
appeared before the Commission to voice their concern with the
development of Balcom Street property owned by Allen Brown.
After the residents mentioned the wetness of the general area
and the poor maintenance of the culvert which extends from Lot
1 under Balcom Street, Chairwoman Royle pointed out that while
the Commission had voted earlier in the meeting not to require
a Wetlands Protection Act Hearing for work on Lots 1, 2, and 3,
it is the right of an aggrieved abutter or ten concerned citizens

the comments made by these two agencies and expressing
concern with the cumulative effect on this area of still
another pond through which the Rumford River would flow,
the disturbance of the wildlife habitat already caused
by the excavation of Cabot Pond, and the fact that the
Commission did not feel empowered to deny this project
at the time of the Wetlands Protection Act Hearing
under the constraints of the law and without this
after-the7fact expertise.

because (1) the Rumford River will be rerouted during
excavation; (2) fill will be placed in the old riverbed;

PROJECT LOCATION: Bicentennial Court
PROJECT PURPOSE: To construct low-income fam y hou infP
CZC,?g<
Kenneth DiNisco, architect for the project, made the presentation.
Ralph Maloon is the engineer for this project.
This 17 1/2 -acre project includes four duplexes and a maintenance
building with access from Bicentennial Court.
In response to suggestions garnered during the review period,
2/3 of the run-off from the 1/2 acre of paved surfaces, roofs,
etc., will be collected (the roadway will serve as a swale),
diverted to a retention area, and directed toward a natural water
shed area farther down Pratt Street where it will enter a 12"
culvert which runs under Pratt Street directing the water toward
a wet area & stream behind the school complex. Only the water
from the roadway (7,000 square feet of pavement) will enter the
wetland adjacent to the Pratt Street abutters. The retention area,
which may help alleviate some of the abutters' flooding problems,
is proposed to be 49' X 49' with a maximum depth of 1 3/4'.
Riprap and hay bales will be used appropriately.
It was the consensus that Mr. DeNisco had incorporated the
Commission's suggestions into his plans and that this proposal
should minimize the project's effect on its abutters.
Armando Giovino, representing the Pratt Street abutters, stated
that if the Commission is satisfied that this plan will not
aggravate the existing water problems experienced by the abutters,
they will not object to the project. The Commissioners assured
Mr. Giovino that they felt the project might possibly lessen
their plight.
The hearing closed at 8:40 PM
