Members Present: Chairwoman Dianne Royle, Coms. Ronald Bonvie``
(arrived at 10:30 PM), Paul Boyden (arrived at
8:15 PM), Anthony Durbano, Keith Johnson, Stuart
Sweet, Doris Webb (arrived at 8:00 PM)
Due to a Downtown Advisory Committee reception, the meeting was
convened in the Assessor's office.
Town Manager Maurer -
Willow Street Water Main Project: Town Manager Maurer explained
that in order to follow correct decision making policy, he had not
accepted delivery of the Commission's April 12, 1982 memo approving
two changes requested by Allen Willis in the Willow Street portion
of the Town's water main replacement program. Rather, Mr. Maurer
requested that (1) Mr. Willis meet on site with Whitman & Howard to
review his requests; (2) Mr. Willis submit a letter to the Town
outlining his requests as discussed with Whitman & Howard; (3)
Whitman & Howard discuss these changes with the contractor; (4)
the contractor and Whitman & Howard submit their recommendations to
the Town together with any costs anticipated in connection with
these changes. After these steps had been completed, Town Manager
Maurer presented the Conservation Commission with a packet of
materials, including his letter recommending that the culvert iden-
tified as Item No. 5 on Sheet 4 of the contract drawings be relocated
a few feet westerly of the existing location and that the culvert
identified as Item No. 8 on Sheet 4.of the contract drawings be
lowered by a maximum of one (1) foot below the proposed elevation on
the plan to an inflow grade of 119.5 and an outflow grade of 119.0.
Mr. Maurer explained that his first recommendation will allow the
contractor to install this culvert in the dry and his second
recommendation of a one -foot lowering of the culvert, as suggested
by Whitman & Howard despite Allen Willis' request for a lowering of
1.5 - two feet, should insure sufficient coverage for the water pipe.
Robert Chavaree, who was present during the Town Manager's presentation,
stated that the 122' elevation of Cabot Pond will be maintained, to
his knowledge, by riprap rather than flash boards.
Com. Webb arrived at this time.
Salt Storage Shed: Town Manager Maurer assured the Commissioners
that his office is vitally concerned with the possible hazard to
the water supply posed by the salt storage shed adjacent to the
Highway Garage. He pointed out that (1) the Town no longer purchases
salt containing sodium ferrocyanide, despite the caking difficulties
encountered; (2) the sand/salt mixing area has been paved; (3)
attempts have been made to keep the salt covered; (4) plans to
build a salt storage shed at the sewerage treatment/landfill site

(not in an aquifer area) are being discussed --the timetable for
such a facility to be tied to the construction of the sewerage
treatment plant; (5) Samples taken by Health Agent Walsh indicate
that while -all our wells are experiencing increased sodium levels,
statistically both in amount of road salt used and amount of sodium
present in our water, Mansfield is on the lower end of the State
spectrum. The Town Manager stated that he feels that the salt
storage shed does not require the approval of the Conservation
Commission or a Wetlands Protection Act Hearing.
Com. Boyden arrived at this time.
Mrs. Jellinek quoted from Mass. DPW literature which states that
(1) salt storage sheds should not be located within a public water
supply water shed; (2) snow which has been treated with salt shall
not be put into a sanitary landfill because it could enter the
groundwater; and (3) DEQE should be notified if a town uses more
that one ton of salt per year.
West Mansfield Little League Complex: In attendance:
Fred Rys, Commission's liaison for this project
Richard Ryan, Chairman of Little League Construction Committee
Jeffrey Long, Chairman, Recreation Commission
Don Arduino, Little League Vice President
Donna Soldoni, Little League Treasurer
Dan Converse, Margaret Heckler's liaison with the Army
Mr. Ryan assured the Commissioners that the specific damage about
which the Commission was concerned (dirt pushed against a large
pine tree and portions of a stone wall knocked down) will be repaired.
The project schedule is a more difficult matter. Mr. Ryan explained
that the Little League is committed to have the Army complete their
portion of the entire project (grading and redistributing the loam)
as originally planned because (1) the Army is providing $60-70,000
worth of services for free and (2) if the project is attacked in a
piecemeal rather than a total fashion, the fear is that the Army will
pull out after one portion is completed. As soon as the Army has
completed its tasks, the area will be air raked and seeded. The
most optimistic target for this would be next fall. Mr. Converse
explained that dealings with the Army have been difficult since not
only has the policy toward community service projectschanged but the
personnel who made the initial commitment has also changed. This
project, which the Army now claims is rather ambitious for a training
exercise, is the only community service project the Army has underway
in the State. Chairwoman Royle expressed the Commission's distress
at the seemingly needless disturbance of areas not included in the

project. Mr. Converse suggested that the Army's commitment may
not presently be a full commitment as far as equipment and personnel
are concerned.
MOTION: To send a letter to the Army (under cover with a similar
letter from Congresswoman Heckler) expressing the
Commission's concern with the duration and execution of
this project. This letter will be sent when the Commission
receives from Mr. Converse .the address and Con resswoman
Heckler's letter (Sweet -Boyden; all in favor VOTED
Shepard/Nelson Pond Development Project: Ralph Maloon presented
the Commission with a Notice of Intent dated April 26, 1982 for this
project. There was some discussion concerning the completeness of
the filing (Mr. Maloon agreed to include the bottom and area of the
pond in the plans brought to the hearing.) and the accuracy of the
stated purpose of the project.
MOTION: To accept the Notice of Intent as submitted by Messrs.
Shepard and Nelson.

The hearing was set for Monday, May 10, 1982, at 8:00 PM.
- 1L, 11VLP,vevelopment Corp • Mr. Bedrosian, repre-
senting the corporation which represents the Sheraton Mansfield,
shared with the Commission'' Incorp's concept for a lower priced
hotel, also in the Cabot, Cabot & Forbes Industrial Park, visible
from the relocated Route 140 and accessible from Forbes Boulevard.
The proposed 130 -room, five -story hotel will include two small meeting
rooms and a restaurant/lounge as well as a swimming pool. The hotel
is to be built on two and one-half acres of a six -acre parcel situated
in Mansfield and Foxboro. Excavation plans include digging down
about three feet, filling to provide solid ground for the building
and adding an additional two feet above the existing grade to have
additional flow for town sewerage. Cabot, Cabot & Forbes has already
had a Wetlands Protection Act Hearing for a retention area to serve
this site. The Commissioners expressed grave concern with the
filling of two and ore -half acres of wetland required by this project.
Com. Bonvie joined the meeting at this time.
Margaret Lewis - 432 Fruit Street: Chairwoman Royle read copies of
Tetters from Town Manager Maurer to the Board of Health and from
the Board of Health to the Town Manager concerning Mrs. Lewis'
complaint. Mrs. Lewis contends that in 1977 Franklyn Allen broke
down a 25 -foot length of her stone wall, dug 15 1/2 inches of loam
off her land, and blocked her brook, thus flooding her land.
*At this time, the meeting moved to the usual meeting room.
