Mrs. Jellinek: Canoe River Estates, Foxboro;
Mrs. Jellinek stated her concerns with the proposed 13 -house sub-
division in Foxboro, which will drain into Beaumont Pond and the
Canoe River. She was concerned with the seasonal maximum ground-
water elevation as stated in the Notice of Intent, "controlled by
the level of Beaumont Pond and the Canoe River". Drainage into
the Canoe River will include salts, oils and fertilizers commonly
used in a residential area. There will be a minor decrease in
groundwater quality due to the introduction of septic systems.
Commissioners were concerned with the protection of our town wells
and the Canoe River Recharge Area, and agreed to ask the Foxboro
Conservation Commission to ask the developer to submit an environ-
mental impact study on Mansfield's water supply in the Canoe River
area because of its proximity to Cate Springs, Dustin, Maple Park
and the future Mill Street wells. Commissioners Royle, Johnson
and Sweet will attend the Wetlands Hearing in Foxboro on August 10th.
MOTION: To send a letter to George Wey, DPW Director/Town
Engineer, for the purpose of his reviewing the
plans and filing of the Canoe River Estates in
Foxboro and advising the Commission with his
concerns.

Shepard -Nelson Pond:
Commissioners denied without prejudice the proposed Shepard -Nelson
Pond, File SE211-84, 72 acres to be located between Spring and
Willow Streets (connecting the presently excavated Cabot Pond),
for the following reasons:
1. Concernsfbr total groundwater quality in the Rumford River
regime, i.e., loss of the sand and gravel filtering mechansim for
groundwater purification.
2. Concerns with present upstream Fulton Pond and Kingman
Pond's serious water pollution problem.
3. Concerns with high bacteria counts from nearby streets
and abutting septic systems.
4. Concerns of the accumulative effects of five (5) ponds
through which the Rumford River would flow for a distance of one
(1) mile.
5• The size of the proposed pond appears to be oversized for
the stated purpose of the project, which is, "Extension of Cabots
Pond for Improvement of a Farm Pond" to swim horses.
6. Proposed location of pond is in the flood flow and flood
plain of the Rumford River.
7. Concerns with loss of wetland values.
8. Ten -acre Cabot Pond, adjacent to proposed pond, is pre-
sently under excavation, and the long-term effects are unknown.
MOTION: To deny without prejudice the Shepard -Nelson Pond
project, File SE211-84 for the eight reasons stated.
