5, October 6, 1982 letter from Charles & Hazel Ash withdrawing their
request for a One-year Extension on the Order of Conditions, File No.
SE211-63, for their earth removal permit. Chairwoman -Royle mentioned
that she spoke to Mrs. Ash on the phone and told her that without an
extension, a new Wetland Protection Act Hearing would be required for
any future gravel removal. A copy of this letter will be sent to DEQE.
6. October 6, 1982 letter from Robert Fagan of the DEQE in answer to
our request for a definition of the term "Denial without Prejudice" as
regards the Commission's involvement in the Shepard -Nelson Pond project.
Their definition is that the filing has not been judged on its merits,
but rather that insufficient information was received from the applicant
to make a determination. Commissioner Durbano suggested sending a letter
to DEQE stating that the Commission requested the same information they
did from Messrs. Shepard and Nelson but got a vague response. Before
making a motion, Commissioner Durbano took the Shepard -Nelson file
home for review.
7. October 6, 1982 letter from DPW Director, George Wey, enclosing a
copy of a letter from DeLeuw-Cather/Parsons dated September 21, 1982 on
Northeast Corridor's modifications for the railroad drainage system. Mr.
Wey recommended that Max Scheider of DeLeuw-Cather/Parsons be invited to
our next meeting to review in detail the work being done by Northeast
Corridor,
Chairwoman Royle contacted Mr, Scheider to invite him to our October 18th
meeting which he was unable to attend, but offered to come to our next
scheduled meeting. There were areas of concern near the railroad station,
the chocolate factory, concern over sufficient gravel coverage of water
pipes, and the installation of drywells that the Commissioners decided
were DPW jurisdiction rather than Conservation. Before issuing an Exten-
sion Permit, there were still questions regarding drainage in certain
areas.
MOTIONS To send a letter to Mr, Scheider inviting him to attend our
November 8th meeting at 8130 PM to discuss possible drainage
problems in the following areass
1, Hodges Brook adjacent to the Old Country Store,
2. The Cabot, Cabot & Forbes Industrial Park stretch,
3. The Route 495 overpass.

8, October 15, 1982 memo from the Planning Director regarding the Com-
prehensive Master Plan along with an application to sign up for a sub-
committee, This will be discussed further at the November 8th meeting,

Inncorps Storage Tank: In response to our letter to Norwood Engineering
questioning an underground storm tank at the Inncorp development site,
Paul Maribito stated that there is no storage tank on'the latest revised
plan dated August 30, 1982, but there is a 2,000 gallon grease trap, The
fuel tank questioned by the Commission was seen on an old plan and has
since been deleted, It was suggested that once the building is completed,
the Commission should inquire as to the maintenance plan for the grease
trap shown on the August 30, 1982 revised plan,
Canoe River Estates - Sharon: Chairwoman Royle stated that on September
29th, Dave Busch called from the Foxboro Conservation Commission asking
for support from Mansfield in asking the applicant of Canoe River Estates
in Sharon to apply to MEPA for an Environmental Notification Form and to
submit an environmental impact statement. Chairwoman Royle said that the
Commission would support them but that we would like more information on
the project. The 100 acre subdivision is planned for 60 -plus houses, and
is adjacent to Norfolk, Foxboro and Mansfield Conservation land. Mr.
Busch stated that the subdivision will affect open space and will degrade
the water supply.
Mrs. Jellinek - Canoe River Estates - Sharon: Mrs. Jellinek informed the
Commission that she asked the Mansfield Planning Board to get in touch
with the Sharon Planning Board for details on the Canoe River Estates
subdivision as she is concerned as to the potential impact on our Canoe
River as a major water supply source. She also spoke to Mr. Busch of the
Foxboro Conservation Commission who feels this is an area of critical en-
vironmental concern.
The Commissioners recommended sending a letter to Mr. Busch asking for the
latest details regarding this project so that the Commission can keep abreast
of the situation (copy to Sharon Conservation Commission), It was also
suggested that a letter be sent to the Sharon Conservation Commission re-
questing copies of the developer's Notice of Intent, Environmental Data Form,
plans for their Wetland Hearing, Order of Conditions, and hearing summary,
if available, Also, to suggest that they require the developer to submit
an Environmental Impact Study to MEPA (copy to Dave Busch).
Hatheway - Patterson: An on-site inspection was scheduled
for Saturday, October 23, 1982 at 9:00 AM, of gradual oil leaching and
a groundwater pollution problem.
J. P. Smith: Mrs, Jellinek informed the Commissioners that she had spoken
To Mr. Smith about observing his trucks taking tree stumps from the Cabot,
Cabot & Forbes park and dwaping them into the Scarpellini Gravel Pit at
340 Balcom Street, Her concern is that they are filling wetlands. Chair-
woman Royle and Commissioner Boyden said they would look into this after
their inspection of the Balcom Realty Trust house lots.
MOTIONs To adjourn the meeting at 9133 PM,
