HEARING DATE: MAY 23, 1983 8:00 P.M. continuing to June 13, 1983
LOCATION
OF PROJECT: CREEDON STREET AND WOOD AVENUE
PURPOSE
OF PROJECT: TO CONSOLIDATE THE SWAMPS INTO ONE
LARGE RETENTION AREA,
IN ATTENDANCE: RALPH MALOON, RIM ENGINEERING, PROJECT ENGINEER
RONALD BONVIE, APPLICANT
ABUTTERS: MRS. ANNA PROHODSKY
PRESENT MR. A. MUSTO
MRS. MARYLOU ANDERSON
MR. C. GALLUS
MR. WARREN JONES
MR. CLIFFORD
Making the presentation was Mr. Ralph Maloon, project engineer.
Mr. Maloon stated that the purpose of this project was to consoli-
date the swamps east of Rts. 140 and south of Creedon Street into
one large -retention area so that the remaining land may be used. The
brook going from Chauncy Street would be rerouted to the west boun-
dary parallel to the new Rte.,14O for more direct route. It was
also stated that the haybales put in by the State have caused the
he would like the Hearing to be extended so that Mr. Maloon can re-
compute figures and redesign the holding area to allow it to hold more
water. Due to the back up of water apparently from the haybales, Mr.
Bonvie felt that an extension would give them the time needed to re-
design the retention area further away and to control the outlet of
water. The control structure for flooding now is haybales; Mr. Bon -
vie wants to use an earthen dam instead and reroute the brook. Mr.
Bonvie also stated that he would grade away from the abutters, who
expressed concern over the high groundwater and general water prob-
lem. Mr. Bonvie also stated that it was his opinion that with his
retention area,:he could control, the amount of water with a controlled
outlet. Once more elevation calculations are done by Mr. ifaloon, they
can hopefully contain thevater with the retention area.
CommissionerJohnson requested two graphs from Mr. Maloon:
Flow vs. Time and an Inflow/Outflow Analysis.
Mr. Bonvie will dig test holes for water table levels and, check for
fill types. More data will be presented at the Hearing Extension on
June 13, 1983 which the abutters were anxious to learn of in order to
determine the effect of this proposed retention area on their already
existing drainage problems,
Mr. Bonvie stated also that this land will be used as residential and
thatthe houses will be on Town sewage.
The Hearing ended at 9s00 P.M.
