Members Present: Chairman Durbano; Commissioners Benjamin,
Cheney, Rys and Sweet
The meeting was called to order at 7:50 p.m.
Town ManaMer Chad Maurer - Gonsalves/Jackson Property
Town Manager Maurer carve before the Commission to discuss the
purchase of the Gonsalves/Jackson property. Parcel 1 is owned
by Joseph Gonsalves and is 16.5 acres. Parcel 2 is owned by
Susan and Wendell Jackson and is 22 acres. The purchase price
for the two parcels is $150,000, with an additional $10,000
o
needed for the surveying of the parcels. It was voted at
Town Meeting to ,put aside the mney needed to purchase these
parcels. It was stated that $130,000 will be taken from water
grant money and the remaining $30,000 will be taken from the
Conservation Commission's Land Acquisition Fund, if agreed by
the Commission. The Town originally applied for the property
under the Acquifer Land Acquisition Program. Mansfield was
denied funding from the State. Only 30 communities would receive
the funding and Mansfield was placed 37 on the State's chart.
The Town Manager feels this is a significant piece of property
to acquire because of its proximity in the lower reaches of
the Canoe River. Mr. Maurer stated that this feeling is also
supported by the Board of Selectmen. The two parcels are located
upstream from the Dustin Wells which yield approximately
1,000,000 gallons of water per day. The Town Manager stated
that it was to the Town's advantage to acquire the property
upstream of the Dustin Well to create a buffer north of the
well from any groundwater impurities. In describing the parcels,
Mr.'Maurer mentioned that in the back portion of the site is
a mound with the graves of Efrin Leonard (the first Selectmen in
the Town of Mansfield), his wives and their slaves. Mr. Maurer
stated that perk tests were done by the DPW Director, Planning
Director, Health Agent and Building Inspector. showing the
flat plateau area to be developable land. Mr. Maurer also stated
that the decision to acquire this property rests solely with the
Conservation Commission, and that the acquisition is a sound one
and will protect the water resources of this area. He mentioned
that there is a proposal to develop a portion of this property.
Commissioner. Sweet raised a question concerning the funds required
to purchase the property; why did the Finance Committee ask for
$130,000 in grant money instead of $160,000? The Town Manager
felt that the Finance Committee wanted $30,000 of Conservation
money because "they wanted to see a commitment from the Conservation
Commission" since the land was being bought for Conservation purposes.

Commissioner Sweet stated 'that the $30,000 could have been
used to buy another piece of greenbelt property. Mr. Maurer
stated a decision should be made soon. Three choices are
available to 'the Commission. They are: 1) buy the property
now with the funds available; 2) buy the property contingent
upon Self -Help funds; or 3) resubmit under the Acquifer Land
Acquisition Program. A question was raised concerning the status
of the Master Plan. The Town Manager mentioned that he spoke
with Planning Director Joseph Mannarino recently and that they
were working on the Master Plan and that the conservation section
of the Master Plan will be their first priority. There was a
brief discussion on the application of Self -Help funding.
Mrs. Margot Jellinek voiced her concern over a scar left on the
land by a past earth removal operation. She stated water in ,the
pit left in the land falls 8 - 10 feet below the water table and that
the Town would have to restore the land back to its natural state
before they purchase the land. Mrs. Jellinek stated that
Joseph Zeneski, DPW Director/Town Engineer, is not a civil engineer
and therefore not qualified to state the water in this pit is
well above the water level. It was felt by ,all who viewed the
area that the water was 6 - 8 feet above the :watex, table. Chairman
Durbano stated it was an excellent opportunity to protect the
water supply in Mansfield. An inspection of the site will be
made by Commissioners and Town Manager on June 13 at 6:30 p.m.
