A concern previously raised was raised again regarding MANSFIELD CONSERVATION COMMISSION MINUTES MONDAY, JULY 9, 1984 PAGE FOUR the scar left on the land by a past earth removal operation -- a gravel pit. Mrs. Jellinek previously stated that the water in the pit falls 8 - 10 feet below water table. Mr. Maurer stated that in December 1983, four test holes were done on the Gonsalves property. Three of the test holes were dug to eight feet and no water was found. Test hole #2 water was found three to four feet from the surface. Five test holes were dug on the Jackson property to nine - eleven feet and no water was found. Mr. Maurer mentioned that no water was found in the gravel pit area. Mr. Maurer reiterated his statements regarding the advantages of purchasing this property and the decision of the Finance Committee to use $301000 in Conservation money. Commissioner Rys asked if there would be a commitment from the Board of Selectmen to help replenish the money if the Commission approved the purchase of the property. Mr. John Dunn, Selectmen, spoke briefly and stated his support in purchasing this property and also his feeling that the Board of Selectmen have supported the Conservation Commission. Mr. Maurer stated that the pit was an earth removal pit prior to the town adopting zoning regulations in 1965• After 1965, a Cease and Desist was issued to Gonsalves to stop all earth removal. Mr. Gonsalves went to the Board of Appeals and received the right to continue operating the pit. Mr. Maurer mentioned that no restrictions or conditions were issued. Also, if the town acquires the property it is to be left in its present state. Mr. Maurer stated that it would not have to be brought back to its original state. In regard to financing again, Mr. Maurer mentioned that if this property was purchased, it would be resubmitted to the Aquifer Land Acquisition Program. If approved, the Conservation Commission would receive the $30,000 back; if what was received was proportional, the Commission's refund would be proportional.
