MANSFIELD CONSERVATION COMMISSION MINUTES MONDAY, JANUARY 149 1985 PAGE THREE Town Manager Chad Maurer Gonsalves/Jackson Property Town Manager Maurer came before the Commission requesting their positive vote to acquire the Gonsalves/Jackson parcels. The Town is now ready to draw up the deeds for the parcels. It was voted at Town Meeting last April to purchase the two parcels off of East Street for $150,000. The actual size of the Gonsalves property is 16.3 acres; and the actual size of the Jackson property is 18.2 for a total of 34.5 acres. It was originally thought that 36 acres would be purchased and $?59000 would be spent on Gonsalves' 181 plus or minus, acres. Commissioner Cheney questioned the reason for paying the same for less acreage. Mr. Maurer stated the Gonsalves parcel will be the only Town -owned parcel in the area to provide access to other parcels of land in the area and would be the only parcel with legal frontage required for the Town to purchase it. Mr. Maurer also stated that the purchase of these parcels will help protect the Dustin Well, which has the capacity to supply two million gallons of water per day. Mrs. Margot Jellinek mentioned the Gonsalves property is deeded to Sterling, Inc. and could not be purchased. Mr. Maurer mentioned the title is correct, and the Town did not vote on the title but on the property. He also mentioned that the Conservation Commission does not neet Town Meeting approval to purchase land. 'The Commission is one board that has the authority to purchase land without Town Meeting approval." It was agreed by all members of the Commission except Commissioner Cheney to purchase the parcels. MOTION: To allow Town Manager Maurer to authorize Town Counsel to write up deeds and acquire the above two parcels of property. (Sweet-Bonvie; Cheney oppose) VOTED Warren Archey, Berkshire County Extension Service - Forestry Mr. Warren Archey, a forester from the Berkshire County Extension Service came before the Commission to discuss .forestry management. Mr. Archey stated that in cooperation with the University of Massachusetts a study could be undertaken to determine if conser- aged . ey vation hforestry nMansfield management, should waterasupply couldAbehincreasedmentioned that with along with revenue to the town from the sale of. wood. To date, 19 towns have used this program to study their forests and 16 of those towns have chosen to manage their land; among them Taunton, New Bedford, Worcester, Springfield, Dalton and Marshfield. MANSFIELD CONSERVATION COMMISSION MINUTES MONDAY, JANUARY 14, 1985 PAGE FOUR Mr. Archey mentioned that the forestry students, as part of the study, would examine the land and make up boundaries, and develop a management plan for the forests. This plan would include the selective cutting of trees. Mr. Archey also mentioned approximately 5 to 10 percent of increase to water supplies could be produced with a management program. A cost of about $125 would be charged for preparation of the report. A consultant would then have to be hired by the town, if the town decided on a major forestry management plan. Mr. Archey also mentioned that any money derived from selling of wood would have to be turned over to the Town's General Fund. However, some of the revenue may in turn be given to the Commission for conservation projects, etc. Mr. Archey informed the Commission that the consultant would hire a logger with a specific contract drawn up. If the program with the University of Massachusetts were initiated, maps would be needed and someone with knowledge of the forest areas available. The forestry students are unavailable until May due to other commitments. However Mr. Archey did mention they may not be available in the summer If an early decision is not rendered. This program has been in existence since 1967. He mentioned that over the years he has cleaned the brook and thinned trees. MANSFIELD CONSERVATION COMMISSION MONDAY, JANUARY 14, 1985 MINUTES PAGE FIVE Mansfield Realty Trust - Maple Street A letter was sent on December 18 to Mansfield Realty Trust requesting they come before the Commission to discuss filling directly adjacent to and, in some cases, within a wetland on their property on Maple Street. Mr. Baker, Mansfield Realty Trust, stated there were no wetlands in question. Chairman Durbano, Planning Director Joseph Mannarino and Building Inspector Bert Cook inspected the site and felt wetlands were being filled. Another inspection will be made once the ground clears. No work will be done until such time. Ms. Sandra Holske (Franey) - Old Elm Street Ms. Franey stated there were two old foundations behind her house and has been cleaning up the area. Some loam has been removed. In the spring, she plans on finishing the area. Ms. Franey mentioned that when digging the loam groundwater surfaced thus resulting in the appearance of wetlands. She stated there has been no prior wetlands on her land. There is no inlet or outlet to water on site at present. Chairman Durbano and members of the Commission agreed there was no problem at present with the work being done. Robert Farley - Whiteville Pond Association Members of the Whiteville Pond Association, a non-profit organization, wish to see Whiteville Pond cleaned up and restored to its former condition. Mr. Robert Farley, representing the Association, stated that members of the Association are abutters to the pond, most on the west side. The pond covers a 14 -acre site, and is downstream from the Canoe River. Mr. Farley mentioned a contractor would be hired to dig the pond and he would keep the gravel. A bond will be imposed on the contractor. They also have a lawyer on retainer. Mr. Farley assured the Commission that the restoration of the pond would be done in a proper manner since members of the Association were also abutters to the pond. Members of the Commission agreed this was an excellent project. The Association will have to come before the Commission again with plans and proposals. Foxborough Terminals Inc. Garrett Spillane, Jr., Esq., representing Foxborough Terminals Inc., told the Commission briefly of plans to build a terminal building and laboratory on land presently owned by Mansfield Realty Trust.
