Wetland Protection Act Hearing
Ann Louise Javitch - SE211-126
Proposal is to fill 20, 304 sq. ft. of wetland to get to upland
for roadway purposes. Michael Trowbridge presented plans for
the proposed roadway and drainage in the Matthew Estates subdivision.
This subdivision has been approved by the Planning Board. Matthew
Estates subdivision is off of Tremont with the Wading River at the
rear of the site. A pipe shall be placed across the proposed Jacob
Drive. The -pipe will not drain the wetlands but will catch the
high water and take'it into the drainage system. Mr. Trowbridge
mentioned that if flooding conditions occur, the two flared -end
pipes will take the excess drainage and deposit it into the Wading
River. The site presently sheds to the Wading River. The point
of discharge in the Wading River is about five miles downstream
of the beginning and about eight square miles of surface drainage
pass through this point. A large portion of the total drainage
area passes through Lake Mirimichi which is of sufficient size to
reduce and retard 'peak flow. There will be a reduction of flow
to the Wading River due to development after 51 minutes of storm
time. This is due to the reduction in flow time caused by the
installation of storm drainage. Since the peak flow of the River
itself will be at least two hours after the start of the storm,
the net effect will be a slight reduction of peak flows in the
Wading River. It was mentioned that the only access to the site
is througl wetlands. Mr. Robert Gordon, abutter, voiced concern
that the easement along his property line would not be disturbed.
Mr. Gordon was informed that when the time came to do any work
on the lots adjacent to his property, a new hearing would be
required if wetlands were involved. Mrs. Ruth Guenard, abutter,
voiced her concern about more back-up on her property. Mrs. Guenard
was informed by Mr. Trowbridge that with the new drainage system
there would be no additional back-up and would even help present
conditions. Mr. Ronald Gomes, abutter, was concerned, in particular,
