Determination of Applicability
Charles Richardson, Inc.
Proposal is to eliminate sluiceway which passes under Otis
Street by blocking it off with dam boards and drawing water
from the lagoon. The sluiceway, in its present condition,
poses a threat to the town's pad mounted transformers and a
utility pole located on the edge of the sluiceway. A cement
wall is to be poured at the point where the water passes under
the factory and another wall parallel with the street at the
opposite end of the sluiceway. The area would then be filled,
graded and seeded. Mr. Jeffrey Richardson stated his company has
water rights and can control the dam boards. They will keep
the water level low at present for erosion purposes. Mr. Richardson
believes all incoming water can be handled. Chairman Durbano
mentioned that there is no wetland vegetation; only a stone wall
with water flowing through. After a brief discussion, it was
agreed to make a negative determination.
