TRUSTEES OF THE MANSFIELD PUBLIC LIBRARY
(FOLLOWED BY A JOINT MEETING WITH THE 9b- jA --`l PH 2:
TRUSTEES OF THE COUNCIL ON AGING)
MINUTES OF THE SATURDAY, DECEMBER 2, 1995 MEETING
",..At"(T 13
ATTENDANCE: Nancy Breef-Pitz, Chris Cormier Hayes, Linda Lipson, Vivian Sweet,
Leslie Pasch
ABSENT: Jeff Ptaschnik
The December meeting of the Trustees of the Mansfield Public Library, as well as the
Joint Meeting of the Trustees of the Mansfield Council on Aging was held in the Trustees' Room
of the library on December 2, 1995. Nancy called the meeting to order at 8:10 AM.
Nancy read the secretary's report for the October meeting which was approved with two
corrections. The November meeting minutes were not recorded as the meeting was technically an
"informal" meeting, because it had not been posted at Town Hall for the appropriate amount of
time prior to the meeting. There are still four months of missing minutes due at Town Hall: May,
June and November 1994, and June, 1995.
Linda distributed the treasurer's report showing a balance of $18,407.40. The Business
Alliance Account of $358.00 was closed out. $914.73 is interest earned from our Certificate of
Deposit, as it was updated in November. It was decided to roll over our CD for another 90 days,
increasing it to $51,000.00, to include the interest earned into our main CD account, as it is
compounded monthly. It was also decided to put the Sweet Account money into a one-year CD,
stipulating that only the interest is to be used by the library. Linda will take care of the
arrangements.
Correspondence for the month included information from the Massachusetts Board of
Library Commissioners encouraging all library trustees to correspond with their legislatures to
support the state strategic plan. Nancy encouraged all the trustees to do this.
Leslie highlighted the Librarian's Report for November.
Leslie and Mary will look into the possibilities of a Fall 1996 computer program with Dom
Ardumo giving a course on how -to -use the Internet and Netscape. Cable TV would be asked to
tape the course for future showings. We will be receiving a PC from the State in either the spring
or the fall. This PC will offer teat -based Internet access. If, at that time, we are interested in
acquiring Netscape (programs with pictures and colors) the Internet Connection in Mansfield
could provide us with that for $300/year.
The Display Case and Bulletin Board Policy Draft, as well as the Application to EKh bit
Draft as prepared by Leslie, was discussed and approved.
The Dance Cards and Correspondence of Daniel Welch, which was displayed in the lobby
case during the month of November, was agreed to be donated to the Mansfield Historical
Society.
BUSINESS FROM THE JOINT MEETING OF THE TRUSTEES OF THE LIBRARY AND
THE TRUSTEES OF THE COUNCIL ON AGING
ATTENDANCE FROM THE COA: Mary Butler, Jean Heaton, Gretchen Elliot, Frank
Nilson, Beth Wood, Gail Farrugia
ABSENT: Jack Folan
Discussion of the Meeting Room Policy took place. It was jointly agreed upon that
effective immediately the phone call that is normally made to a group who has failed to comply
with a regulation will be followed up by letter highlighting the violation and giving a written
warning. The third violation will result in a loss of privileges from the room for a period of one
year. This differs from the current procedure by adding the written letter/warning. It was also
decided that if Donald needs to come open the building for any group, that group will be charged
his janitorial fee.
Representatives from two groups appeared before the boards that had just incurred their
F third violation of the meeting room policy: Lorraine Carli and Arden Roakes attended from The
Mansfield Women of Today (MWOT) and Ken Butler, Georgette Codi and Cindy Ballard
attended from the Mansfield Music and Arts Society (MMAS). Both groups were informed of
the following three regulations: whoever signs up for the room should read the Guidelines for
Groups Using the Meeting Room to ensure an understanding of the rules; that effective
immediately both verbal and written warnings were to be given at any violation, and these
warnings should be passed on to the membership; and, janitorial expenses incurred due to
Donald's being called to the building shall be passed on to the organization. Both groups'
representatives agreed to comply with the guidelines and their "slates" were wiped clean.
A discussion ensued about the appropriate use of the meeting room for music recitals.
Piano/violin teachers and concerned parents offered options which would allow access to the
meeting room. After much discussion and no resolution, it was decided to continue the topic at
another joint Library/COA Trustee meeting. This meeting was set for Tuesday, January 16, 1996
at 7:45 PM.
The joint Trustees' meeting was adjourned at 11:45. The next Library Trustees meeting
will be Saturday, January 6, 1996 at 8 AM.
Respectfully submitted,
Chris Cormier Hayes
