Nancy called the meeting to order at 8:26 AM. Nancy welcomed newly appointed trustee, Leonard Epstein. Chris read the secretary's report from the January meeting which was approved with two minor corrections. Linda presented the treasurer's report from both December and January. Our current balance is $18,194.65. Our CD account stands at $50,914.73. Linda reminded us that our CD account matures March 8, 1996. There was no correspondence. Leslie highlighted the Librarian's Report for January. The cd rom changer is installed and working. All problems with the word processor and the LAN are fixed. Circulation was up again, (4.1%) and Leslie agreed to provide us with a circulation breakdown according to type of book taken out. OLD BUSINESS The board was reorganized. After some discussion, the new 1996 board is as follows: Chairperson: Nancy Vice Chairperson: Vivian Treasurer: Linda Recording Secretary: Chris Correspondence Secretary: Leonard The missing minutes were once again discussed. Nancy will continue to retrieve Jeffs written notes from the meetings so that they can be reconstructed for the record. The 5 -Year Plan was discussed. The current 5 -Year Plan is for 1991 - 1996. A subcommittee was formed consisting of Leslie, Leonard and Chris to review and revise the plan for 1997 - 2002. Leslie has drafted a new mission statement and will distribute to the entire Board, along with sample mission statements. The tentative deadline for the new Plan is September, 1996. The first subcommittee meeting was set for Wednesday, February 28. The Board will be informed of all progress at the next Trustees' meeting. Leslie has investigated workshops/programs for new trustees. The Eastern region periodically sponsors workshops for all trustees (informative for new trustees, good refresher for existing members). It was agreed that Mansfield will sponsor such a workshop for local area library trustees. Leslie will contact neighboring Boards to determine their interest in such a program. The tentative date was set for Monday evening, May 13, with a back-up date of May 20. Leslie was recognized as doing an outstanding job of presenting the budget to the Finance Committee on Saturday, January 27. The only issue that was discussed at any length at the FinCom meeting was that of the additional money in the postage category. Leslie has followed up with a letter to Bill Williams clarifying the $1700.00 increase in postage due to the fact that ABLE will no longer be sending out overdue notices. Leslie will send each member of FinCom a copy of this letter with the appropriate documentation. A joint meeting was held with the COA Trustees to resolve the meeting room issue. The COA Trustees agreed with our proposal that the non-profit group, the Mansfield Music and Arts Society (MMAS), sponsor any musical recital that is held in the community room. Leslie has followed up with a letter and phone calls to the MMAS and piano teachers. NEW BUSINESS The Internet Training Grant proposal, for both Mansfield and Foxboro combined, to MLAA (Massachusetts Library Aid Association) was turned down. Leslie is still interested in training the staff and requested the Board to fund such training done by the Computer Technology Center in Somerset, MA. After some discussion, it was voted unanimously (Vivian made motion, seconded by Nancy) to approve the expenditure of the $675.00 from the regular budget. Leslie will attempt to get a reduction in price from Computer Tech. Ctr. based upon the fact that we did not get the grant. Leslie reported that Nancy is signing off today on the MLIN (Massachusetts Library Information Network) grant for a VT 100 Intel Pentium microcomputer. It has come to Leslie's attention that there are library employees who may be eligible for Bristol County Retirement and have not been receiving it. Leslie will write a letter to Joan Cutillo about this issue. Leslie is in the process of revising job descriptions. The Board will be shown them when revisions are complete. The meeting was adjourned at 11:15 AM. The next Library Trustees meeting will be held on Saturday, March 2, 1996 at 8:00 AM. Respectfully submitted, Chris Cormier Hayes
