who had taken notes in Leonard Epstein's absence. The report was approved with minor
corrections noting that the library will be closed on December 26 and 27,
Treasurer's report. Chris presented the Treasurer's Report which was accepted.
Correspondence. Recent correspondence was reviewed.
Librarian's report. Leslie presented the monthly reports. The success of the latest fine-
free period was noted with 86 books returned. Leslie commented that she had considered having
only one period each year but for the fact that the numbers of returns has remained consistent for
the last few periods. The consensus was to maintain two fine-free periods each year until the
number of returns begins to abate.
QLD BUSINESS
Pay equity. Since the last meeting Leslie has further analyzed the salary, issues of the
employees, and has found that most of them have never been on the anniversary system for pay
raises. Chris moved to authorize salary adjustments for three employees:
(1) Joan Medeiros. Chris moved that the Board authorize a special salary
adjustment for Joan Medeiros by raising her to Step 2 on the schedule, increasing her salary from
$7.93 to $8.17 effective immediately. Joan was technically ineligible for the July 1, 1997 salary
scale adjustment because she was hired in the second half of fiscal 1997 and the Board felt that
delaying her salary increase was unfair and inequitable.
E
Barbara Sheffield. Chris moved that the Board authorize a similar salary
adjustment for Barbara Sheffield, increasing her pay from $11.80 to $12.15 because of the same
calendar problem.
F
Nangy Mei, Chris moved to correct an inadvertent administrative error which
resulted in Nancy Mei's 10/05/92 anniversary increase being overlooked. Nancy's salary will be
raised from $10.15 to $10.45 effective immediately.
I
Joe seconded the motion which passed unanimously.
Charter Review, A meeting has been scheduled by the Selectmen with the chairpersons
of the various town boards to discuss the proposed charter revisions.
Fencing and sign: (library and COA), Nancy and Leslie attended a recent COA
meeting (see Librarian's report). Gail has written the Town Manager outlining the basis for
opposition to fencing which was to extend from Rt, 1106 to the gas station only. Adding fencing
from the gas station to the garage would be very costly, est. $30,000. The Town Manager has
recommended fencing in the rear of the library and COA which was discussed in the meeting.
The board discussed the COA's decision to forego fencing and to await a vote by the library
Board. Chris moved to authorize Nancy to join with Sonia Walgreen in a joint letter to the Town
Manager dropping the library's previous request for additional fencing.
Sin Leslie presented various bids together with a summary sheet prepared by her. Phil
Aldo's proposal includes removal of the old sign at no cost, and no labor charges for installing a
new sign. All vendors have indicated that new signs can be done now, i.e. without having to
wait until spring. Leslie recommended acceptance of Mansfield Sign's bid (Phil Aldo). A
motion to do so by Joe was seconded by Vivian and unanimously approved. Leslie will notify
Gale. The cost will be funded from the roof settlement (about $10,000 remaining).
Budget, FY 2000. Leslie presented her draft budget for the next fiscal year, pointing out
i the major changes, The draft was approved with minor changes reflecting the salary adjustments
noted above,
