e Ali ,f It lml
Attendance: Nancy Breef-Pitz; Chris Cormier Hayes; Leonard Epstein; Joseph Flynn,
and John Walgreen. The Director, Leslie Pasch, was also present.
Joe convened the meeting at 8:10 a.m. in the Certuse Room of the Mansfield Public
Library.
Secretary's report. The minutes of the March 4, 2000 meeting were reviewed and
approved. Leslie clarified last months's discussion of DLS Internet service which is not yet
available in Mansfield.
Treasurer's report. Chris presented the Treasurer's Report which was accepted. At
Chris' request the board reviewed its previous decision to establish a checking account at Merrill
Lynch. The board concluded that the decision remains sound and Chris will now proceed to
establish the account.
Correspondence. Recent correspondence was reviewed including: SEMLS newsletter; a
BLC announcement of a trustee symposium (Sudbury, April 15, 2000); a memo from Leslie to
the Town Manager concerning the library's energy audit; an email from the Town Manager to
Leslie concerning Hope St. parking; the Finance Commission's meeting schedule for the day; an
MLTA update; a memo from Leslie to the trustees reporting on her meeting with Gale Farrugia
and John D'Agostino to discuss the electric bill problem; a memo from Leslie to the Board of
Selectmen in response to its request for proposed questions for library trustee applicants; a thank
you letter to Nancy from the Boston Public Library for the donation of the Warren Commission
Report; a letter from Board of Library Commissioners informing Nancy that the library has
earned an additional $107.65 in MEG funds (FY2000 total $27,877.11); and an email from Mike
Thompson discussing high speed internet access options, including those available now and
projected future enhancements.
Librarian's report Leslie highlighted the monthly reports (including Janet Campbell's
Youth Librarian report). She discussed the difficulty in finding qualified applicants for the
current opening for a children's room page, attributing it to the low wage rate ($6.53 per hour).
OLD BUSINESS
ADA workstation Joe reported on efforts to locate a suitable workstation, noting that
vendors remain excruciatingly busy with the preferred supplier having a lead time of 16 weeks.
B Y 2000, Leslie presented copies of the final Finance Commission budget
package. The board discussed anticipated questions (outlined in a memo from the Town
Manager). Postage remains an issue, budgeted at $1,500 for overdue notices (which are the only
mailings made directly by the library, which is necessary because of the timeliness
requirements). Other likely questions may include office supplies, janitorial services, salaries,
and electric costs.
Energy audit Leslie reported that the energy audit has been completed but has failed to
identify any reason for the library's increased billings. The Town Manager has agreed to a
reserve fund transfer (in addition to Leslie's plans to use surplus funds from the heat and
telephone accounts) to fund the shortfall.
Parking - Hope Street The board discussed the recreational fields on Hope Street which
are now scheduled to open in September, with the town intending to add additional parking for
130 cars. A petition is circulating opposing the new parking proposal. The town is also seeking
to purchase the vacant land between the library/COA and the gas station at the intersection of
East and Hope Streets. A public hearing has been scheduled for Thursday, April 13, at 7:00 p.m.
Leslie will attend.
Vivian Sweet. Leslie has prepared a sample certificate which she will hold pending the
ADA workstation delivery. She will also proceed with a commendation from the Board of
Library Commissioners.
