Jay Barrows; John Stanbrook, Acting Town Manager/Town Accountant; Shaun P. Burke, Director of Planning and Development; Lee Azinheira, DPW Director point, the committee is only discussing the purchase of materials with the available $50,000, and is not voting on the final design. The $50,000 must be spent by June 30, 2017. Representative Barrows explained the history of the Fates Oil site, which was taken by the town for back taxes about 15 years ago. The buildings were demolished about nine years ago and recent consensus has been reached to reuse a portion of the site as a "pocket park." The parcel is along the bike path; the Commonwealth has allocated $4.1 million in FYI to extend the bike path to Taunton. Mr. Barrows said the soil on the site has been tested and no contamination was found. The redevelopment will result in a net gain of 21 parking spaces along Shawmut Avenue and Old Colony Way. Mr. Azinheira distributed a preliminary budget totaling approximately $72,330, approximately $22,000 in excess of the amount in the state's FY17-18 budget. Mr. Azinheira walked the committee through the budget an explained the plan development process. Mr. Azinheira noted the proposal was limited to approximately one-third of the site. Ms. Walsh said she supports the proposal to create a park downtown next to the bike path. Mr. DelVecchio said he supports spending the $50,000 for the 4,400 square foot portion of the parcel. However, he said he is concerned the proposed budget already exceeds $50,000, at $72,000. Mr. Schoonveld said he supports green space downtown and suggested the extra $22,000 could be funded through a Finance Committee reserve fund transfer. Mr. Azinheira said his department will be cutting trees, clearing and grubbing the site next week. Mr. Cerretani said the Planning Board supports the idea and said parking is still a key element. Ms. O'Neill said she supports the proposal. Mr. O'Brien said he uses the bike path on the Cape and supports this proposal. 5/30/17 Mr. Epstein asked if the cost is based on quotes or estimates; Mr. Azinheira said it is based on an estimate and he thinks the work can be completed by the end of June. Mr. DelVecchio asked if it is a conservative estimate; Mr. Azinheira said it is. Mr. Schoonveld asked if the $50,000 from the FYI budget can be spent by the end of the fiscal year; Mr. Azinheira said it can be. Mr. Feely said he supports the proposal and will support a reserve fund transfer with the Finance Committee if it is necessary.
