MINUTES
October 249 1972
The Mansfield Conservation Commission met at the Town Office Building
on Tuesday* October 24, 1972 at 7:30 P•M-
Present: Chairman Jones
Commissioners -Button, Nelson
Public "Hatch Act" Hearing was held on the application of Joao Periera.
Transcript of that hearing is on file.
The Commission discussed the hearing:
Chairman Jones: What I intend to do is submit the original minutes and
the minutes of this meeting along with all the corres-
pondence that was submitted to this hearing. There
is one new thing that we were not aware of at the time
of the first hearing, that is the flood plain insurance
renuirements. One of the recommendations or recjuire-
ments of new construction within the area of flood
hazards, elevation has to be within the level of the
100 year flood, so from what Town Planner Maurer has
said, this basement should be at 123. It is planned
at 121.5.
Comm. Button: Does that mean the willhave to take the foundation out.
How does he do that?

Chairman Jones:
He would probably put in crushed stone with the con -
Crete on top.
Do you think you have enough information on this to
take a vote on it?
I think that we should give Pete the notes on this
meeting and let him go over them and then take a vote
on it. Either take a vote on it or get together some
other night. Maybe Pete would have some comments.
I don't think we can do that.
(left room to check with Town Counsel) It was suggested ;
that the Commission make the comments and not take a
vote and then.meet and take a lote.on another night
with all present.
I am opposed. My reasons are that I think the house
lot is too close to the river. I don't like the
leaching field in the front. I think it is morally
wrong for Mansfield to allow this house because others
are going to follow.
As Chairman, I am very strongly opposed to it and I
would recommend that it be refected by the Department
of Natural Resources. My reasons are that the present
foundation is too close to the Rumford River. I think

I think from testimony given by the people
present at the first hearing and this last
hearing that they have seen this area flooded
in the past. I can't see it for that reason.
It is not feasible to but a house In that lo-
cation.
Gomm. Nelson! I will vote opposed In regards to the reasons

Discussion over at '8:32 P.m.
October 24, 1972
Present: Chairman Bob Jones, Debbie Button, Walter Nelson and
Paul Boyden.
Meeting called to order at 9:00 PM.
At Hatch Act Hearing ( John Periera) was field from 7:30 to 8:00.
After the hearing an Executive Session was held. Paul Boyden
was not present during the hearing or executive session.
In response to our letter plans were received from Milhaus Apts
showing the work they had done to the Rumford River. It was noted
the plan isn't up-to-date because of the location of the pool
and driveway. In order that all members can review the area,
action was tabled until our next meeting on whether or not the
work done along the river requires the hatch act hearing.
The Town Manager has advised us he will appoint Charles Meszoley
to the Commission and that;:,he will serve on the Great Woods Study
Committee as our representative.
Discussion was held on our Canoe River Green Belt. Paul Boyden
is going to contact Foxboro Conservation to ask when they have
their meetings and how land they own along the Canoe River and
what plans they have for the area. Debbie Button will contact
Norton regarding the same. This is because the Capital Improvement
( Committee has asked us for more information regarding our Green
Belt relative to what other towns are doing.
Next meeting the list of abutters along the Canoe River will be
divided among members.
