Minutes of the Meeting

Meeting opened at 7:35 p.m. Frank Burke and David Chareth of the Chief
Engineer's Office, State Department of Public Works met with the Commission
to discuss the "Safety Job" on the Mansfield portion of Interstate 95 and
also the construction of I-495 extension and relocated Route 140. Mr. Burke
said the State wanted to meet informally with the Conservation Commissions
in different towns where the projects would affect wetlands; He asked that
Commission members point out any "sensitive areas" where hearings might be
required, and for any other input the Commission members thought to be perti
nent.
Mr. Chareth explained the scope of the I-95 safety job. Wherg possible,
guardrails would be removed and slopes would be flattened (6:1)9 as it has
been found that guardrails are more dangerous to errant cars.than allowing
the vehicle to go down the slope and come to a stop. Commission members
looked at the DPW layout map while Mr. Chareth pointed out areas to be filled
or graded. Members pointed out areas possibly affected by the Wetlands Act,
including areas near the Wading River and Witch Pond Well. Mr. Burke pointed
out that all work would be done within the layout area. < He also pointed out
on the plan where trees would be removed so that exits could be seen well in
advance.

( The engineers replied it was a 50-year storm or the worst storm on record
for that particular area. Also discussed were types of materials for fill_
and topsoil and planting of vegetation to prevent erosion on the slopes.
Mr. Burke said this work would be done in the spring, and that he would let
the Commission know well in advance so that the Wetlands Hearing could be
scheduled.

through Mansfield. Commission members looked at the Preliminary Plan for
this route through town. The interchange near the Great Woods was discussed,
and Commission members looked at plans for both the clover-leaf and trumpet
interchanges. After discussion of how the environment would be affected by
each of these, members agreed that the "trumpet" interchange would be the
least disruptive to the environment. There was further discussion of the re- „r
location of Route 140, and projected traffic impact on the areas.
