Hys, Chairman; Pauline Montaquila, Doris Webb, Stuart Sweet, David Devnew Minutes of November 22, 1977 were read and accepted with a motion by Mr. Sweet and a second by Mrs. Montaquila. All in favor. There was no meeting on December 14, 1977. This meeting opened at 7:50 p.m. Mr. Rys, called the Conservation Law Foundation and was told that the Wetlands Law does not cover digging on an aquifier unless it effects a Town well and may endanger the public water supply. Io;rs. Jellinek was questioning this matter in reference to Mr. Defleths'property on West St. Mrs. Webb reported that CETA workers have been stream cleaning behind her house A Mansfield DPW worker told Mrs. Webb that the workers were instructed to clean out the brush and the banks for five feet on either side. They were also work- ing on Mrs. Webb's property. The Commissioners felt that five feet on either side was too much and that the GETA workers should not cut down small trees that could beautify the area. A letter was sent to Town Manager requesting CETA workers to clean out the Canoe River under the guidelines of Bud Reese, Bristol County Conservation Service, and the Commission. Mrs. Webb made a motion to send a letter to the Selectmen requesting that Mir. Rys, Mrs. Montaquila and Dr. Meszoely be re -appointed since they have shown faithful attendance, cooperation in their duties and have contributed information at meet- ings and Wetland hearings. Second by Mr. Sweet. Mr- Devnew made a motion to change the regular meeting night to the second and fourth Thursday of each month starting January 12, 1978. The change in the meeting night will enable Mrs. Iviontaquila to remain on the Commission. Second by Mrs. Webb. All in favor. On Wednesday evening, December 14, 1977, David White, 280 School St, spoke with Chairman Rys and Commissioner Devnew at the Town Hall, regarding a project on School Street. Mr. White explained the extent of the work he has done. He said there is a. culvert presently there that was installed when School Street was reconstructed. There is also a stream where the water flows seasonally. There is 9 to 10 feet of difference between the invert of the pipe and the swamp in the back of his father's estate. The pipe was not designed properly from the start. He searched records and could not find an easement right. The water is on his land and he is redirecting the water to alleviate the swamp and also because of future construction of Rt. 140. His neighbors all have water in their basements, and Mr. White can eliminate that water by redirecting the stream. He has lowered the water table about 6 inches. IIe cannot take anymore water from the other side of the street because this pipe cannot hold all that water. Mr. Rys asked what his next step is. He replied he would like to drop the culvert 3 feet and swail the land. He would like to drop it another 3 feet (which he feels he cannot) and make a gradual grade. He took perk tests and they showed good gravel. Mr. White feels that this swamp developed due to lack of maintenance of the culvert. The swamp is the beginning of the brook that flows to Cobbler's Corner in the Great Woods. This area will be inspected by Commissioners and Mr. White will be invited to the January 12th meeting to further discuss the project. Conservation Commission Minutes 2 December 27, 1977 Mr. Devnew asked if the report from David Krause on his tour of Mansfield's conservation areas has been received yet. It has not, so a letter to Mr. Krause will be sent to find out where the report is. The tour was on October 3, 1977- A letter to the Planning Board was sent regarding Granada Park's off-site drainage. They asked if the road drainage will be routed through a 20 -foot drainage ease- ment in the stream as noted on the plan and what is the easement for? Mr. Rys reported that the papers have been passed forthe purchase of the Sweet property. Mr. Rys has contacted Wilfred J. Laprise to construct the sign for the Sweet property. The sign is a requirement for Self -Help reimbursement. Mr. Laprise will receive a check for 950.00 to cover purchase of the supplies for the sign. The entire sign should cost about 5180.00.
