Advisory Committee' Minutes of Meeting held Tuesday, October 2, 1980 On a motion duly made and seconded, the meeting opened at 7:30 p.m. Present were Chairman Ed Morrison, and members Bernice Ried, Vicki Prasad and Tony Fiore. Ed Morrison opened the meeting with a discussion of the Mansfield Board of Selectman meeting of October 1, 1980, which Ed attended. Ed reported that the Board made the following requests of the Committee: Pursue the issue of Regionalization - it is the Board's opinion that a number of towns grouped together are better able to deal effectively with the Cable Companies then would a single small town. The Board asked that as many members of the Committee as possible attend an upcoming seminar on cable television. The seminar is being sponsored by the Massachusetts CATV Commission and will be held at Mass. Bay Community College in Wellesley on Saturday, October 11, 1980 from 9:00 a.m. - 12:30 a.m. (Donation $1.00). The Board requested that the Committee obtain an agenda of, and have a member participate in, a hearing of the Massachusetts CATV Commission on Tuesday, October 21, 1980 at the Saltonstal Building (Boston), regarding the licensing of cable television. With respect to the regionalization issue, Ed Morrison will send 8 letters to the CATV Committees of neighboring towns, such as Franklin, Milford, Millis and Mendon whom have shown interest in regionalization, to set up another meeting on the issue. A possible site and date for the meeting is Franklin on October 15, 1980. Also, upon a motion duly Page -2- made and seconded, it was voted that Tony Fiore fill the vacancy on Mansfield's two -member delegation to the Regional CATV Committee. Bernice Reid read out the minutes of the CATV Advisory Committee meeting of 26 February 1981. 2. Ed Morrison gave a general discussion of Committee activities to date. 3. The six (6) franchise applicants were listed along with their parent/holding company relationships, for the Selectmen. 4. Franchises granted by neighboring towns were listed as follows: a) Attleboro - Inland Bay b) Plainville - Rollins c) N. Attleboro - UA Columbia ( this is being appealed). 5. We agreed with the Selectmen to give one (1) recommendation on Wednesday, 25 March 1981. Included will be reasons for the choice, together with a background report, as well as reasons for disallowance of the other applicants. 6. The Permanent CATV Advisory Board concept was discussed, as was the question of why such a committee was needed and why it needed a budget. Reasons given: a) Watch over town controlled studio and its operation b) Rate review c) General review of licensee performance. 7. The concept/ requirement of the town controlled studio was discussed. The Selectmen showed strong reservations. They saw no benefits and mentioned several problems such as control, budgets and legal liability. We discussed the 5% revenue requirement and its use to offset costs of operating the studio. Additional funds ($ 5.00 per subscriber) are also available. Total available funds would be $ 28 thousand annually, assuming 2000 subscribers paying in a monthly charge of $18.00 each. We also discussed invoking the throw back clause ( which allows the Town to turn over control of the local studio to the licensee) as soon as the license is issued. The Board of Selectmen agreed that such an approach could be used, rather_ than forcing the Board to reject all applications at this time, due to the changed requirement of NO local or town control over such studio. 8. The amount of the performance bond was discussed. The Selectmen Selectmen/CATV 2 3 March 1981 indicated that $ 100 thousand might be too low. It was agreed that this matter would be further looked into. 9. The subject of controlling the subscription drive (the door to door aspects) was discussed. It was believed by the Selectmen that they had the authority to control such activity, even outside of any CATV license related power. 10. Rate structures/programming were briefly touched upon. 11. It was also stated that the CATV system would generate approximately $ 100 thousand in Permit fees for the Town. The meeting adjourned at 9.30 PM. 1 c,l cGl e >\J Ijcl L t,:;42- ti , e• D_ i ` T -j c^ n n l?' <:'Vi5.t- n {? UV t?/X ?-e-c- !
