IV. GOALS
Bill Hardin mentioned that benefits from Canoe River
should apply townwide. Towns, such as Foxborough and Sharon,
whose interest in Canoe River is not as great as the other
towns, must derive benefits from Canoe River to make their
participation worthwhile. Land uses in these two towns can
(2)
impact the water quality of the Canoe River Aquifer. Regulations
passed by towns usually "boil over" to include all the aquifers.
Jack Sulik commented that Sharon had water supplies in
three aquifers. The Canoe River aquifer was the least
productive and, therefore, not a top-prioraty to Sharon as the
other two aquifers. He agreed with Mr. Hardin that benefits
must be townwide.
Ed Tartufo said that we must draw attention to Canoe
River, encourage partipation in Canoe River, and create
participation in Canoe River. Also, we should encourage
our town boards to work together with the same boards in
other towns.
Joan Sozio agreed that the various town boards should
work together. She felt that the committee should work
toward unification of regulations within each town, while also
allowing for individual town differences. Basically the
regulations, though., should be the same.
Wayne Southworth stated that we need the cooperation of
the entire communities. We need to somehow tie in all the
water supplies. Water departments within the member towns
have traditionally done this by sharing information and
working together.
Members discussed the formation of a subcommittee to
review development plans. Dick Lewis and. Deborah Graham
stressed the need to have a consistant review process
with regard to subdivision plans.
Bill Hardin and Wayne Southworth discussed the
establishment of an office and hiring a staff person. This
person's expertise could be utilized with regards to other
aquifers, if the towns so desired.
It was concluded that a list of the goals from IEP's
report be typed briefly and sent out to the members. Each
member is asked to review the list and to rank each goal
by priority. Additional goals may also be added. Each
member's list is to be ready for next meeting. The typed
list of IEP's goals will be prepared for the membership by
Dan Iagatta before the February meeting.
V. OLD BUSINESS
Kathy Romero will arrange for a speaker on dam safety
for the February meeting.
Dick Lewis will check with Tim Higgins on the status of
the brochure.
In four to six weeks the committee should receive an
answer with regard to the ACEC Hockomock Swamp issue.
Annual Report was finalized and distributed by Joan Sozio.
(3)
Joan Sozio provided members with Riverway information
regarding the Water Management Act, legislation, and the
proposal for a riverways coalition.
VI. NEW BUSINESS
Wayne Southworth will fill out an application to obtain
a display through the New England Interstate Water Pollution
Control Commission for possible use at the Rotary Club
exhibit in February and the March 3, Land Use Conference.
Deborah Graham will also provide displays from DEM.
The town of Easton has equipped two trucks with CaC12
tanks. Easton plans to start a salting program similar
to Sharon's. Jack Sulik, Sharon's DPW Director, has been
very helpful in sharing his program's information. Letters
of appreciation for Jack's help will be sent to the Sharon
Board of Selectmen. It was also mentioned that Al Truax,
Foxoborough's Highway Superintendent, has been in touch
with Mr. Sulik. Foxborough is also interested in the CaC12
program.
Easton's Water Department purchased a video called "Land
in Trust". Several members asked to view it. The video
will be copied for use by Cable TV stations. The purpose is
to show the video prior to the Land Use Conference.
Kathy Romero will check with John Tyler about Norton
Cable taping the Land Use Conference. If Norton is unable
to do this, Joan Sozio will check with Foxborough Cable Access.
Joan Sozio asked about the possibility of arranging a
forum on the Water Management Act. Wayne Southworth mentioned
that the Easton Natural Resources Trust was already doing this.
Elizabeth Kline, from EDEA, will be speaking to the group on
February 6,.1990. Wayne will ask the NRT to send their
meeting agenda to the officials in member.towns.
New England Environmental Conference will be held on
March 17 and 18 at Tufts University. Cost is $65.00.
Members are encouraged to attend.
