Grant Application The Grant 604J Program was referenced and the major problem in applying is the time factor. A suggestion would be to align ourselves with a planning council and have them do the work for US. Mr. James R. Watson of the Old Colony Council was introduced and he explained the work the Council is presently doing such as underground storage tanks. A short discussion ensued. In conjunction with this discussion, Mr. Southworth noted that a 'Grant Application' report was to be given by Timothy Higgins and as he was absent, this should be placed on the next agenda for further consideration. III. Leslie Luchonok, Inland ACEC Mr. Luchonok gave a status report of the Canoe River Aquifer ACEC nomination as follows: have had the first two public informational meetings which went well; have asked the Secretary of .Environmental Affairs to set up public hearing for April 10, 1991 (legal notice to appear in this Saturday's newspapers); letter to be sent to the CRACC group regarding status; there will be another public informational meeting at the Norton Town Hall on April 3, 1991; the formal public hearing will be chaired by a representative from DEM; Secretary is required to make a decision within 60 days of hearing; special features that will be needed for public meeting are podium, microphone, sign up sheet; meeting will be taped with average comment time limited to two (2) minutes; it is helpful if each speaker presents their testimony both orally and written; the key municipal letters of support are those from the Planning & Zoning Boards, Boards of Selectmen, Conservation Commission then Boards of Health and Water & Sewer Commissioners - status of receipt should be checked; letters of support should be directed to the Secretary Susan F. Tierney, c/o ACEC Inland Program; and need to ask this Committee's for help is gathering further information for the purpose of mapping the environmental analysis. Mr. Luchonok then referenced the first draft of the GIS generated map which represents a print out of information already in the statewide data base. What needs to be done is to fill in the rest of the layers required for environmental analysis which are (1) flood plain; (2) aquifers; (3) municipal, open space and Conservation lands; and (4) wetlands. Copies of the U.S.G.S. maps (with study areas outlined) to be left for this purpose. This information will then be entered into the GIS system. O It was the consensus of opinion that even though the time frame is very short, this mapping can be done and the workload was distributed.
