Minutes of the Canoe River Aquifer Advisory Committee
Minutes of the meeting held by the Canoe River Aquifer Advisory
Committee on February 5, 1994, at the Foxborough Town Hall,
40 South Street, Foxborough, MA 02035.
Members in attendance: Easton - Wayne P. Southworth (Chairman),
John E. Grant; Mansfield - Ed Tartufo (Vice Chairman), Leonard
F. Flynn; Foxborough - Daniel Iagatta III, Joan Sozio, Barbara
Hyland (State Representative); Norton - Kathy Romero
(Secretary), Suzanne Erickson, Suzan Mimm; Sharon - Gregory
Meister, Shirley S. Davenport, David Masciarelli.
1. Call to Order
Wayne Southworth called the meeting to order at 1:05P.M.
2. Approval of Minutes
Dan Iagatta moved that the minutes be accepted and was
seconded by Leonard Flynn. The minutes were approved as written.
3. Update on Video
Tim Higgins was not present to give an update. Tim
had mentioned to Joan Sozio that the work involved was too much
for him to handle. Leonard Flynn said that he would be glad
to help provided that there was a subcommittee to assist on
the project. Wayne and Jim Fresh could help. The committee
will wait for Tim to provide an update.
4. Report on ACEC Meeting
Approximately 150 people attended the conference.
Everyone was impressed by the attendance. Senator Keating's
address seem to tie everything together. Leslie Luconok,
Department of Environmental Management, sent a letter of thanks.
Leslie emphasized the importance of working together to achieve
common goals. Since there are so many different resources within
the ACEC's, it was suggested that we invite some of these groups
to one of CRAAC's meetings. Wayne handed out a press release
and asked members to distribute it to local newspapers. Susan
Erickson made a video of the conference. It was suggested that
some of the footage be used in the Foxborough Cable project.
5. Long -Range Planning Sub -Committee
Bill Napolitano has offered to work with CRAAC, possibly
some task that may qualify for grant monies.
6. Update on Road Salt Letter
Joan and Wayne wrote to Bernard McCourt, District Highway
Engineer. A reply letter was received from Mr. McCourt which
discussed the highway department's work with various options
to deicing chemicals. Mr. McCourt recommended contacting Leo
Stevens from the Highway Department's Research and Materials
Section. Sam Pollick called who was the hydrogeologist from
the Research Division in the Boston Office. He has been invited
to attend CRAAC's next meeting in Norton. Wayne will contact

the water superintendents in the member towns to attend. Members
were asked to bring documentation on salt to this meeting.
7. Spring Awareness Day
Dave Masciarelli had inquired about borrowing a tent
from the Sharon Fire Department. The cost to use the tent was
$300, but we may be able to get it for less. Since we do not
have money to rent a tent, other members will see if they could
get someone to donated one. The committee decided to hold the
Awareness Day on May 14, 1994, at the Red Mill Road location.
John Grant will look into stocking fish at this location. It
would also be good to get some video footage of the event.
8. Old Business
Representative Barbara Hyland and Ed Tartufo commented
on the Mill Pond Dam situation in Mansfield. Representative
Hyland and Senator Keating had obtained $26,000 from the State
to fix the dam. The $26,000 figure came from the state's
department on dams. However, it was not enough. An additional
$29,000 will be needed. Representative Hyland and Senator
Keating will try to obtain the additional funding.
Wayne has sent in an application for the EPA Merit Award.
9. New Business
A Public Comment Response Report on Low Level Radiation
Waste Management was sent to CRAAC via Joan Sozio. The State
is looking to either siting a low level radiation waste facility
in the state, shipping such waste out of state, or having
generators store the waste until a long term solution is found.
Joan mentioned since the Canoe River Aquifer was designated
as an ACEC and Sole Source Aquifer, it's not likely that this
area would be considered for such as facility.
Shirley Davenport mentioned that a Mr. Feinstein had
left $75,000 to the Sharon schools for community action programs.
It was decided to use the money for grades 1-4 and grade 12
for water quality projects. Shirley was looking for some ideas.
Members suggested contacting the Natural Resources Trust of
Easton and the Massachusetts Water Works Association.
Wayne had information on two conferences: Free New
England Water Works training course on public education and
a free Hydrant Maintenance and Training Session held at the
Easton Water Department.
Kathy mentioned that VOC's were being detected at the
Newland Street well in Norton. The source of the VOC's is the
Low Temps Site.
Meeting adjourned at 3:00 p.m. Next meeting will be held in
Norton on March 3, 1994.
