Minutes of the meeting held by the Canoe River A uifer Adviso Committee on
1996 beginning at 1:00 p.m. at the Sharon Town Hall, 90 South Main Street, Sharon,
MA.
Members present: Wayne P. (Southworth, Easton; Bob Boette, Foxboro; Suzanne
Erikson, Norton; Susan Mims, Norton; Robert Jones, Mansfield; Dick Lewis, Mansfield;
Dave Masciarelli, Sharon; Patrick Dorcus, Sharon; Bill Hardin, Easton.
I. CALL TO ORDER - Meeting called to order at 1:05 p.m. by Wayne Southworth.
II. REVIEW MINUTES of September 5, 1996 - motioned and seconded to accept the
minutes of September 5, 1996.
III. Patrick Dorcus (new member) is Director of Moose Hill Sanctuary (Sharon). He
explained that he is a Conservationist with a great interest in the Canoe River Aquifer.
Patrick discussed his role as Director of Moose Hill Sanctuary, the number of acres,
plants, animals, the anniversary, and 400 acres in the Water Shed. Patrick stated that
they are trying to develop a trail connecting Moose Hill and Borderland. The
proposed route dips into Canoe River Water Shed Area. He wonders if CRWS would
grant permission to connect Borderland and Moose Hill. Neponset River is being
surveyed now, and the points of pollution and non -pollution are being identified.
Neponset River starts in Dorchester, goes through Quincy and still controls dam and
rivers in Foxboro. Dave Masciarelli (Sharon) Tasked what recreation is on the river -
boating, etc.?
IV. REVIEWED SHORELINE SURVEY - Received additional information from
Foxboro, from which Suzanne Erikson (Norton) received a very favorable report.
Wayne Southworth (Easton) states that Easton now has a disc with all the history
(Associations and Maps, etc.) We can certainly fall back on all of this when we apply
for Grants.
V. 10TH ANNUAL AWARENESS DAY - MAY 17, 1997 - Robert Jones
(Mansfield) looked into the Fish and Game Club, it holds about 40-50 people. Wayne
thought we should have a day similar to the past, Saturday A.M. We could have
presentations, speakers, canoe rides on the river -four canoes are usually available. It
was decided to have Awareness Day as in the past, therefore, we will eliminate Ann's
Place Restaurant. Wayne stated that we need to firm up the date; date was
consequently firmed up. Patrick Dorcus will not be able to attend Awareness Day as
May 17, 1997 is his largest fund-raiser. All previous members should be invited and
1 if you have ideas, please jot them down and we can discuss them.
VI. FUNDING FOR CANOE RIVER GREENBELT PROJECT - Wayne still trying
to identify all parcels of land. MARTHA WHITE (Easton Grant Writer) submitted an
overview. She drafted letter of inquiry - FY 1998 General Grants Program. Martha
needs figures, descriptions and needs to know if you want to add or change anything.
It was mentioned that this is the opportunity to do some education and get mapping
done. We need $$$ for mapping. She is putting all her efforts into obtaining grants
and is looking into a Lake & Pond Grant Program and a Science and Community
Program (K-121) Grant.
Bill Hardin was at the State House on October 1, 1996. He happened to speak with a
Department of Revenue employee who stated we are in the best shape ever. The
environmental issue group that he was with also stated there was a tremendous influx
of money for acquiring land for environmental concerns. If you are regionalized, you
will be one upon everyone.
VII. OLD BUSINESS - Discussed Bluestone Energy Services, Inc. presentation. Bob
Boette (Foxboro) asked who would monitor it; Wayne thought it was up to developer.
Also, Bob Boette commented that one day of testing, just does not make it.
VIII. NEW BUSINESS -Wayne received a letter from a Volunteer Consulting
Organization (Harvard group of Business Students). There must be a specific project.
We will send a letter explaining what things we do and ask if these items fit into their
program. We need to mention land acquisition, Green Belt Project, etc. Suzanne
Erikson (Norton) volunteered to make a draft and will submit it to Wayne.
Discussed Mr. Tougias letter that was received.
