CANOE RIVER AQUIFER ADVISORY COMMITTEt
Minutes of the meeting held by the Canoe River Aquifer Advisory Committeeon January
6, 2000 beginning at 1:00 P. M. at the Foxborough Town Hall;.S,quth,St , FoxbMough.
Members present: Joan Sozio, Timothy Higgins, and Robert Boette of Foxborougb,
Susan Mims, Suzanne Erikson and Frederick Watson of Norton, Edward Tartufo, Robert
Jones and Leonard Flynn of Mansfield, Dave Masciarelli of Sharon, and Philip Barske of
Easton. Other attendees include Barbara Hyland, State Rep from 15` Bristol, Duane
Krupp and Jenn Carlino of Norton, John Fresh jr. of Easton, and Dick Lewis of
Mansfield.
I. Cali To Order - Meeting was called to order at 1:00 P. M. by Joan Sozio and turned
over to Ed Tartufo upon his arrival.
II. Review of Minutes - The minutes were approved after two points of clarification
requested by Tim Higgins were answered.
III. Water Conservation and Lawn Care Seminar - March 30, 2000, Mike Walsh -
- Speaker. Local TV and an audio set-up are available for our use. Questions were raised
as to the intended audience and how to attract them to attend the seminar. What publicity
medium are we going to use? Local newspapers, local TV, expanded mailing lists were
all discussed.
IV. Window Decal Selections - We have a proposed price list from one company to
produce the decals. These are `stick-on's' to the glass vs. the glue on type.
Quantity Price for each
Total Dollars

Discussion was held to determine how can we purchase the decals and how can we
accept `donations' to recover at least part of the cost. It was suggested that at least one (if
not all three) of the Land Trust organizations within the towns be used as the bank for the
funds.
V. Discussion of Water Restrictions in the 5 Communities - The lack of snow this year is
a big concern of the committee. If we do not receive a large snowfall soon or at least
have a very wet spring, the feeling is that water restrictions will have to be implemented
very early to protect the water we have now. It may come down to drinking water (and
fire protection) vs. green lawns. Automatic lawn sprinklers are definitely the biggest
concern as they are the largest users of any water supply. There is a need to educate
homeowners that a large green lawn is not the most desirable part of home ownership. It
is hoped that Mike Walsh's presentation in March will go a long way in the education
process. He recommends the usage of Lofts Rebel, Jr as a more hardy and drought
resistant type of grass. Some towns are considering offering rebates for new toilet
installations and new water saving washing machines as a method of water conservation.
VI. Green Belt Project Update - Lennie has received correspondence from State Reps.
Hyland and Flynn and well as Sen. Creedon regarding our request to take control of the
land along Route 495 in Norton by deed. The Care and Control offered by the Mass
Highway in the past means absolutely nothing! No new information from Mass Highway
since the C&C letter. A discussion of the GIS computer disks from U. Mass/Dartmouth
was held. It seems that the program is not loadable in some cases. Sharon has been able
to use their disks, but Mansfield has not. Foxborough and Norton have not tried as yet,
because their GIS systems are not up and running.
VII. Grant Application - Jean Carlino reports that the final draft of the application is
completed. The main Question raised by Maria Van Dusen, before agreeing to the grant,
was "How are we going to prove the effectiveness of the seminar"? Our response will be
the number of attendees, even though we will not be able to tell how many will view the
program on re -runs on cable, and the water usage change after the seminar. We must
take a multiple prong approach for educating the public on water conservation.
VIII. Old Business - Fred Watson reports that the farm owners in Norton are in the
process of applying for a grant from the state for $25,000.00 to build an environmentally
friendly manure storage facility.
IX. New Business - Draft copy of the annual report was distributed for comments. The
Town of Sharon is trying to purchase land near the Canoe River including an area called
King Phillip rock formation. The town is looking for CRAAC backing, we need more
information. Correspondence was distributed.
Next meeting will be Thursday, February 3`d, 2000 at the Norton Public Library at 1 P.M.
Meeting adjourned at 2:45 P.M.
