M. PRESENTATION BY BLUESTONE - JeffHanson, Project Manager,
and Atty. John Murphy, Contracts & Permits, reported that their project was just
approved the day before by M.E.P.A.
They have been working with the City of Brockton and the law firm,

They presented the, Committee with an overview of the Taunton River
Desalinization Project. The firms involved are:
Bluestone Energy Services, Inc.
Creedon & Murphy
Eastern Utilities Associates
AquaSource, Inc
The project Aili be privately owned by Aquasource and regulated by DTE. This
project will be eligible for State revolving funds.
They presented a map of the Taunton River Basin, indicating the communities
with water needs and the need to regionalize. The plant will be built in the tidal
region of the Taunton River where the river is about 400 feet wide and 12 feet
deep.
The transmission pipeline will be 17.2 miles from Dighton to Brockton along a,
portion of the abandoned railroad right-of-way and along Route #138.
The pipeline capacity is 10 million gallons per day. Jeff Hanson explained the
reverse osmosis technology and how the water will be treated.
They discussed a strategy for cost control:
• Minimize raw water salt content
• Regionalize - economy of scale
• Supplemental supply only
• "Used and useful' capacity only
The generic water service agreement is a fixed fee of $176,000/year/100,000 G.P.D.
and the water that is used --$1.23 per 1,000 gallons. This is based on a 20 -year contract
with a 20 -year renewal.
Their timetable for completion is 18-24 months with ultimate startup in 2002. This
project will be a final long-term solution for the region.
