Easton; Ed Tartufo, Mansfield; Dave Masciarelli, Sharon; Suzanne Erikson, Norton; Bob

Others present: Rep. Barbara Hyland, Foxboro; Cliff Barnes representing Senator Jo

I. CALL TO ORDER - Meeting called to order at 1:00 p.m.
H. MINUTES WERE VOTED AND APPROVED - August 3, 2000
III. $50,000 GRANT - Pat Rogers was unable to attend and Chairman Southworth
read a letter from him addressing the $50,000 Grant to study the Canoe River.
The Committee discussed the outline and made recommendations. Phil Barske felt
we should target on the recharge of the Aquifer the lack of vegetation and
development and how sewerage will impact recharge.
Dave Masciarelli felt water restrictions should be the same in each five
communities.
Barbara Hyland felt the public forum would be an excellent tool to provide
information to the communities.
Phil Barske felt we should disseminate the findings of this study to all those in
each community --perhaps an executive summary could be provided.
Joan Sozio spoke about D.E.P.'s initiative to keep the recharge within the basin.
She also spoke on Foxboro's recharge program.
Wayne felt we should embrace this study as a project for the next year and work
toward the report to be a model for the state to show how five communities can
cooperate to develop a plan to share the responsibility of providing water to all
five communities.
Leonard Flynn felt our water issue is a world-wide problem. We should develop
policies to constrain the water fairly to all communities. We must tie in water and
development.
Barbara Hyland asked if we can make this part of the permitting process. In
addition, is the water adequate before issuing a building permit? Dr. Phil Barske,
Leonard Flynn, and Joan Sozio volunteered to meet with Pat Rogers to discuss
our recommendations. Pat Rogers will meet with the Committee in Easton on
Oct. 5, 2000.
IV. GREENBELT PROJECT - Dedication of Johnson Acres will be on Saturday,
September 16 at 10:00 a.m.
Suzanne Erikson commended Jen Carlino for all the hard work she has done in
Norton on developing our Greenbelt.
Leonard Flynn reported that the Rt. #495 Project appears to be moving.
The Committee voted to send a letter to the Norton Board of Selectman
commending Jen Carlino on her efforts to protecting the Aquifer with copies to
the Conservation Committee and Town Manager.
V. RECOGNITION EVENT - We need to recognize all the State Reps and
Senators. A suggestion was to have this at our Annual Event, perhaps at Ann's
Place, Norton, Mass.
Wayne asked the Committee to vote on a proclamation to be presented to Warren
McKay, Foxboro Water Supt., at his retirement party on Friday, Sept. 15,
2000/voted unanimously.
Joan Sozio reported that Leo Potter has been hired as the new water
superintendent in Foxboro.
Ed Tartufo, Susanne Erikson, and Leonard Flynn set up a booth for the Canoe
River at the Norton Community Day on Saturday.
The meeting adjourned at 2:45 p.m.
