REVIEW OF MINUTES - September 7, 2000 On a motion made by Bob Boette and seconded by Leonard Flynn, it was VOTED to accept the minutes of September 7, 2000. III. SUBCOMMITTEE REPORT — LEONARD FLYNN, JOAN SOZIO, PHIL BARSKE Green Belt Project — Update on Project Pat Rogers congratulated the Committee on receiving two grants pertinent to this project: the first for a water resource study in the amount of $50,000; the second to do a pesticide proposal in the amount of $44,360. Rogers then reviewed the draft `Watershed Initiative Canoe River Aquifer Water Resource Study Proposal — October 5, 2000' and noted that DEM actually does most of the work. A short discussion ensued. Highlights: there is not enough money to do all the tasks; have to have a general objective; should be identifying where the wells are located on the river, the population of the five towns, future water use, acreage of aquifer and it's greenbelt; some of the tasks could be done by this Committee; emergency operational planning needs to be presented better to the communities; the CRAAC may want to consider storm water utility fees; Tasks a through e were prioritized as follows in order of importance to the CRAAC (1 — a, 2 — b, 3 — e. 4 — d, and 5 — c); under `Task d' the consensus is to try and establish uniform regulations; under `Task c' need to evaluate what is done and is it up to modern standards. Rogers: consultants would hold three meetings; want to get a couple of `cds' made for the libraries. Southworth: would like to see a one-page executive summary that could be distributed. Rogers: perhaps we should add a one-page pamphlet; next step is to edit and clarify the proposal and get the scope of work ready; as to time line if we advise on 11-15- 2000, it will take a minimum of ten months. CRAAC -2- October 5, 2000 Norton -186 acres along Route #495 - Tartufo read the 09-11-2000 letter from Matthew J. Amorello, Commissioner MASS Highways that strongly supported the transfer of 183.6 acres to the Town of Norton. Johnson Acres Field Day - Jen Carlin noted it was a nice day Subon Property off Route #123 - Carlin reported the Town of Norton voted $391,000 to purchase 35-40 acres of the Subon property; going through Self -Help funding. V. . RECOGNITION EVENT — ANNUAL AWARENESS DAY — MAY, 2000 (To highlight the Green Belt Acquisitions and thank all participants) Southworth: need to secure a date; saturday mornings seem to work. Consensus: May 12, 2001, 10AM to Noon, for 100 people; if that date is not available, go to the next Saturday; will start developing a list of people to invite. (Fred Watson to check out Ann's Place.) VI. DISCUSS POSSIBLE LAWN SEMINAR FOR SPRING 2001 Consensus: date -April 2001; location—Norton, Sharon or Wheaton College. Dick Lewis asked if this was tied into the pesticide topic. Southworth: no but it would be a good idea to combine. VI. OLD BUSINESS Southworth noted he had brochures and stickers available. Minutes - Southworth noted when we first started each town had a designated person to take minutes; this has tapered off; we really need each town to see if they could provide us with someone. Suggestion was made that a letter be sent to each Water Departments stating they are responsible for taking minutes. VII. NEW BUSINESS Next meeting to be in Sharon on November 2, 2000. Southworth/Watson moved to adjourn. Meeting adjourned at 2:50 PM.
