Date: January 9, 1992 Location of meeting: Mansfield Public Library Time open: 7:40 PM Members present: Carole Duclos, Chrm., Jacqueline Babcock, Joan Fabian, Natalie Ruppert, Richard Boast, Dawn Martin Members absent: None. Guests present: Patrice Davern, grant applicant. Appointments, elections: Chairperson: Carole Duclos to continue; Secretary - Dawn Martin; Treasurer - Natalie Ruppert. Major points discussed: New members were introduced. The Chairperson explained changes taking place in finding b7- the State Arts Lottery Commission: funding will now be accomplished yearly, with a Fall -Fall fiscal year. The dollar .amount is likely to be half of that expected in the past. In the future, PASS funding will be absorbed into the heading of the Arts Lottery funds. Carole then reviewed guidelines pertaining to the Council's proceedings. Patrice Davern then presented her reasons for requesting funding for the MEAL programs in the Public Schools. Following were discussions of each grant application, materials submitted, and questions about various aspects of the proposals. Some requested amounts were reduced, to conform with the precedent that projects originating with Municipally funded institutions should be matched only with Arts Lottery funds. This type of reduction affected the applications of the Mansfield Public Library, part of the MEAC request, and the Town of Mansfield town records preservation project. The application of Marianne Silvi was reduced following comments that the per -hour fee seemed high, and the suggestion that charging a fee to students for the program would be a reasonable source of additional revenue. A stipulation was attached to the application of Donald Bastarache that the proposed concert be held at a Mansfield location, and that he needed to facilitate publicity for the event by communication with the Dept of Parks and Recreation. Actions taken: Ultimately, all projects were funded by unanimous vote and the total amount of funds available was allocated. Time adjourned: 9:30 PM Submitted by: Dawn Martin * Dawn Martin was a non-voting participant at this meeting, due to inability to be sworn in prior to this date.
