coming in at 8 P.M. He passed around a memorandum from Dick
D'Onofrio regarding complaints he received from downtown
residents. The residents are coming in to talk about problems
they have encountered. He also informed the members that there
is alot of money available for improvements through the grant,
the MBIA, private investors, the Rotary Club money, and the
Force Account. Chairman Seifert met with the Board of Select-
men at the bimonthly meeting, and he talked about buildings
that are being leased in the Cabot, Cabot & Forbes Park, and
the visitation program that the IDC and the Town Manager are
going to put together.
Joseph Zeneski, Town Engineer, appeared before the committee.
He informed them that there is $367,500 available through the
grant. This will be used for resurfacing streets, sidewalks,
and curbs; COMPARK, intersections, the High Street bridge, and
the Brogna parcel. He informed the committee that the town will
be presented with the grant on Thursday, June 30, 1983, at the
State House. The 180 days will commence from that date. He
had a list of approximately 35 engineering firms. He eliminated
some and called the remaining firms to obtain information of the
type of staff the had. He looked at the abilities of the firms
to provide the town wil service. He met with some firms and
showed them the work. He pointed out that anything that involves
Rt. 106, willneed state approval. He needs to obtain a letter
from MEPA stating that the project does not require an environ-

lighting the area and eliminating the parking, i.e. possible
speed bumps. They also pointed out that there is a traffic
problem. Ralph suggested that the residents think of solu-
tions for the traffic problem and put them in writing to the
committee.
R. D'Onofrio has been negotiating with the MBIA regarding
COMPARK. He informed the committee that there is a problem
with the Clemmey property. Mr. Clemmey does not think he
owns the property that the MBIA says he owns. There is
$250,000 available through the MBIA. They will be willing to
spend their money to pave the town land for commuters. There
was discussion regarding a new station and whether it should
be privately owned or owned by the town. The present station
is inadequate as it is too small. There was a suggestion made
to trade the Spaulding School in exchange to have a developer
build a station, equal in value to the school, which would
be owned by the town. There was discussion regarding charging
for parking. The town residents would have a sticker and non-
residents would pay for parking. Any revenue generated by the
sale of tickets, parking, ect. should come back to the town.
