MINUTES
JULY 18, 1983
Present: Chairman Seifert, D'Onofrio, Spiezio, Anagnos,
Tartufo, and Zeneski
1. Meeting called to order at 7:30 P.M.
Chairman Seifert read off the list of current members and what
board/committee they represent. He also informed the members
of when their term expired. He informed the board that Karen
Carpenter was re -appointed to the DAC by the Planning Board as
a member at large.
He reminded the board that they are in receipt of a grant in
the amount of $367,500. This will be use to: (1) resurface
streets, curbings, and to perform drainage work; (2) COMPARK;
(3) intersection improvements; (4) High Street bridge; and
(5) the acquisition of a parcel of land along the Old Colony
Railroad. This grant will be used to complete all five projects.
Joseph Zeneski, DPW Director, appeared before the board and
reminded them that at the last meeting, he had selected nine
engineering firms, out of approximately 30, which he felt could
perform the work detailed in the grant. Two of the nine firms
declined because they have too much work. He sent out letters
of request to the firms, and he received seven proposals with
work prices back. Out of the seven proposals, he has narrowed
it down to two engineering firms: TAMS and Cataldo Associates.
He recommended using TAMS to do the study and design work for
Projects Nos. 1 through 3. TAMS is an engineering firm located
in Boston. Mr. Zeneski presented the board with plans of work
which TAMS has performed in Boston. He pointed out that they
were involved with the downtown crossing in Boston.
He would like to involve two engineering firms. The High St.
bridge is a project by itself, and he recommended using
Cataldo Associates to perform the bridge work. Cataldo
Associates is located in Foxboro. He judged the firms on
timeliness, price, experience, inhouse capabilities, format
and sensitivity. He pointed out that TAMS had the best
prices, and Cataldo Associates were second best.
MOTION: To go with the recommended consultants: TAMS
and Cataldo Associates.

In reference to the confusion with the Clemmey property, Chairman
Seifert informed the board that David Grant is doing survey work
at the Jackson/Clemmey property to verify ownership. Dick
D'Onofrio and Ralph Seifert are going to meet with the MBTA to
discuss what work they are going to perform.
Edward Tartufo suggested that the committee review the downtown
zoning regulations. He pointed out that five years ago, the
board opened up the downtown zoning. There has been construc-
tion downtown, and it has enhanced the downtown. He suggested
that there be separate criteria for residential vs. commercial
property. One of his future concerns was the parking areas
in town. It was the concensus of the board to review the
downtown zoning requirements. This will be done after the grant
development is done, which should be in approximately three
months.
