1. Chadwick Maurer, Jr., Town Manager
a. Status of land swap between Clemmey Tank, the Town
Mr. Maurer informed the Committee that they are in the process
of having the property appraised. This will be completed in
February. After the appraisal has been completed, the MBIA
and the Town will negotiate with Clemmey on the options. The
MBTA is not in favor of a land swap. They would rather see
a purchase or an esement obtained over the Clemmey property. -
Below lists the options by priority:
(1) MBTA purchases the land from Clemmey
(2) Obtain an easement over the Clemmey property
(3) Land swap, i.e., Town Meeting article
b. Report of negotiations on the Brogna Parcel.
Mr. Maurer informed the Committee that there are two owners
involved: The Brogna family and Loui Antosca. He has spoken
to the Brogna family. They have all their property up for
sale. They are concerned with the value of their property
decreasing. Mr. Maurer feels there is going to be a problem
acquiring the property. The Brogna parcel is appraised at
approximately $14,000. There was discussion regarding
obtaining the property by eminent domain. If this is for
the benefit of the Town and the Town pays fair market value,
they may acquire it. Chadwick Maurer will ask Town Counsel
for a legal opinion on the cause and reasons for eminent
domain.
Motion: To authorize Chadwick Maurer and Nick Anagnos to
meet with the Brogna family and Loui Antosca to
negotiate to purchase the land. Negotiations to
be limited to the following:
Brogna = $14,000.00
Antosca = $1,500.00

C. Report on negotiations with Conrail regarding the land in
Both Conrail and Chad Maurer have had difficulty contacting
the proper person in New Jersey. The reason being is that
they do not answer calls pertaining to property of less than
$25,000 in value. Chad Maurer received a return telephone
call today, but was not in the office. Discussion as to
whether Conrail will give the land to the Town.

DOWNTOWN ADVISORY COMMITTEE'S
MINUTES
January 30, 1984
Present: Chairman Seifert, Anagnos, Stearns, Tartufo, Doucette,
Jackson, and D'Onofrio.
1. Meeting called to order at 8 P.M.
2. Correspondence
Letter from the Historical Commission to the DAC regarding uses
for the Spaulding School.
3. Train Riders' Shelters
Following the meeting with Gatra at the train station, Richard
D'Onofrio had the responsibility to see what could be provided
for shelters. William Vernon wrote a letter to the MBTA and
asked for funding for the shelters. Mr. O'Leary wrote back.
Mr. Jordan is going to contact William Vernon. Chairman Seifert
read these letters to the Committee.
Motion: To direct the Gatra representative to request
that Gatra support Mansfield's request for
grant funding for the purpose of providing
shelters.
(Anagnos - Stearns, all in favor) VOTED
Two types of shelters were discussed at this meeting: A three -
sided portable shelter and a teepee type shelter. It was noted
that the teepee type shelter does not cause obstruction.
Mansfield will need approximately 200 to 400 feet of shelter.
Richard D'Onofrio will report at the next meeting.
4. Intersection of North Main Street and Rt. 106: High Hazard
In reference to the High Hazard funding, the DAC sent a letter
to William Vernon dated December 16, 1983. William Vernon then
wrote to Joseph George on January 6, 1984. Mr. Vernon received
a telephone call from Mr. George last Thursday. Mansfield's
request for funding is in the pipeline. He did not speculate
on the number of months before funding would occur. The Town
presently has $70,000 for intersection improvements under the
Chapter 90 funds.
*It was suggested that the Chairman contact Bill Vernon
and have him directly contact Fred Salvuchi, Head of
the State Department of Public Works, regarding this
intersection.

5. Relocation of Electrical and Telephone Utilities
Richard D'Onofrio informed the Committee that the electrical
cables will be installed underground. Also a letter was sent
to the DPU two weeks ago. He will keep the Committee informed
on the status of this.
It was suggested to have possible meetings at the Sheraton
regarding what Mansfield has to offer business.
6. Review of Walking Tour - Court Street Changes
At this point, Chairman Seifert informed the Committee that he
wanted to see what the engineers had come up with before he set
a meeting date for the discussions on Court Street. However,
Joseph Zeneski was not in attendance yet. Items Nos. 6 and 7
were combined. They will be discussed at the February 27, 1984
meeting beginning at 8 P.M. Mr. Hazes informed the Committee
that he had met with Joseph Zeneski and he feels that the
widening of the street is not really necessary, but rather
improvement of the street is.
7. Date of Next Meeting is Monday, February 27, 1984, at 7:30 P.M.
8. Planning Board/Downtown Advisory Committee Joint Meeting
Chairman Seifert informed the Committee that he met with the
Planning Board. This meeting was originally delayed two weeks
so that new Planning Board members could read the DAC's reports
of downtown. This meeting was informational and brought each
board up-to-date. Ronald Doucette, Planning Board's representa-
tive, suggested that these joint, meetings perhaps occur semi-
annually.
9. Time Table of DPW's Downtown Projects
Chairman Seifert reminded the Committee that the original time
table needs to be followed, which is: Jan. to Feb. -- advertise
for a firm; Feb. to March — interview and select firm; March to
April --develop contract; May—contract goes out to bid; June—
contract
une—contract awarded; July to Nov. — construction occurs. At this
point, Joseph Zeneski entered the meeting. He informed the
Committee that he will be meeting with Commissioner Tierney,
State DPW, on February 7th to go over the schedule.
From Church Street up North Main Street to Thomas Street, it was
discussed to have two 9' sidewalks, with 8' parking stalls,
leaving a 16' travel lane. Rod Stearns said he would rather
see smaller sidewalks with a larger street to keep traffic flow-
ing more smoothly. Ronald Doucette mentioned fire safety, i.e.,
whether a fire truck could get through.
In another discussion regarding Samoset Avenue, Helen Jackson
requested that a sign be installed on Samoset Avenue due to
the way drivers enter the parking lot.

be money to do Highland Avenue sidewalks.

ing for parking.
12. Spaulding School
The DAC received a letter from the Historical Commission regard-
ing the use of the Spaulding School. They would like to see
the structure repaired and remain at its present location. They
suggested that perhaps the men's and women's organizations may
be interested in using it for their meetings. Thre was dis-
cussion regarding preparing a developers package and organizing
a meeting with other committees. The first question that needs
to be answered is: Who owns the building? The Town or the
School Department?
Decesion: To hold a contest on what the school may be used
for. The Sun Chronicle and the Mansfield News
will publish this.
