The minutes of the previous meeting held on September 17, 1975,
were read and approved as submitted by the Committee.
Mr. Robert W. Eames, Chairman of The Board of Assessors, reported
to the Committee on the New England Power Company tax situation. He re-
ported that there was no record of property owned in Mansfield by the New
England Power Company prior to 1973. Ownership of Mansfield land by New
England Power totalled 1.17 acres in 1973 and 4.6 acres in 1974. Mr. Eames
informed the Committee that the Board of Assessors had failed to levy any
taxes on the property in error; it simply escaped their notice and they
admitted their mistake. Tax receipts estimated as totalling $2,364.40
were consequently lost. He informed the Committee that taxes were leveyed
against New England Power this year; the total assessment being approxi-
mately $69,000. In the discussion which followed, the Committee decided
to communicate the results of its investigation to the Board of Selectmen
and to include a recommendation that the feasibility of hiring a full-
time assessor or budgeting the funds necessary to hire outside help in
conducting appraisals be studied. Itwasthe Committee's feeling that
the Town may have reached the stage where the Board of Assessors could
use effectively some full-time staff.
Mrs. M. Jellinek met with the Committee to discuss electric
rate schedules set by the Municipal Light Department. The Committee
informed Mrs. Jellinek that the responsibility for setting of rates
ested with the Board of Selectmen (as Municipal Light Commissioners)
and that the FinanceCommittee did not feel that arbitrating complaints
concerning the schedule of electric rates was something in which the
Finance Committee should be involved.
